After all, you never received the "product" in the "legally proscribed" time, so - - - ?!? Just found out I'm moving out of state and I've thought about disputing the charge. Maybe not the FOID fee until after I move but thought about the CCL now. If so, I just wouldn't carry until I move in a few months. August will be 18 months on my FOID and 11 months on my CCL renewal.

I have sent emails to my representatives and no replies. I also sent multi emails to are Governor and the only reply was the same as the Illinois State Police. Just a blanket email with the backlog of applications due to covid. Its been 160 no foid and I can't even go for my CCL till my foid arrives. This process will take 1.5-2 years at this pace. Who can I call or send emails too.?

Who can I call or send emails too.? I suggest you submit a request to the ISP Director: Sec. 10. Appeal to director; hearing; relief from firearm prohibitions. Whenever an application for a Firearm Owner's Identification Card is denied, whenever the Department fails to act on an application within 30 days of its receipt, or whenever such a Card is revoked or seized as provided for in Section 8 of this Act, the aggrieved party may appeal to the Director of State Police for a hearing upon such denial, revocation or seizure,You will need to send a letter to the director and request a hearing on why your FOID was not issued within the 30 day time frame prescribed by law. In the letter, give your full legal name, date of birth, FOID number, and the date you submitted the application for your FOID card. What usually happens is once the director sees there is no reason to delay the FOID card, they simply process and issue. If, on the rare occasion you are granted a hearing, it is usually a meeting with an administrative judge appointed by the ISP, you may be able to do that as a teleconference or may need to travel to Springfield. You can have an attorney with you, if you think you need one. Send this all via a mail service that will provide you with a signed receipt of delivery to:Director Brendan KellyIllinois State Police801 S. 7th StreetSpringfield, IL 62703 Please keep us posted on your progress.

Who can I call or send emails too.?You may go ahead and take the CCL class.You may then apply for the CCL.Both cards can be applied for at same time or right after each other.You would be wise to do the CCL now and get that process started, it will take awhile.As for the FOUD card, reading here will show anywhere from 3 to 15 months, good Luck.

I would suggest finding another instructor in your area.

Leave P.S. and you do not need to own a gun to take the class. Look for a new instructor who cares about you the customer!

I have also joined the Illinois State Rifle Association and Second Amendment Foundation as of last night ,and a Lawyer contacted me from a law firm David Sigale , and stated he will see what is the hold up and include me in the class action law suit .

He sent me this picture that he took in the FOID room located in the basement while he was there. This is the only computer the ISP has for FOID processing. I inquired via email as to why my renewal is at 8 months now and they stated that by 2027 they should have enough money saved up for an upgrade. This is proof that there’s always hope.
