He said the ISRA is taking a neutral stance because the measure does both good and bad things for gun owners, like speeding up FOID card processing and mandating background checks for person-to-person sales. They would need 71 votes for it to become effective immediately upon being signed into law. If it only receives 60 it would not become effective until June 1, 2022.
