Witness Slips Filed Prior to 3/14/2015 Must be Filed Again

 

 

 

 

In our last scheduled Call to Action before IGOLD, we ask our members to speak with a particularly loud voice in the form of Witness Slips on many familiar bills, as well as several additions.

 

Among the newly scheduled legislation are some of the most egregious insults to our rights. Bills proposing registration, taxes on firearms and ammunition, dealer licensing and FOID revocation for compliance with existing law make their debut today. Bills we support include proposals to enhance preemption & due process, and to grant immunities to businesses choosing to respect our rights.

 

If you plan to attend IGOLD this is your opportunity to lay a strong foundation on which to stage our events. If you can't attend take this opportunity to make your wishes known to your legislators, even in your absence.

HB148 Lost & Stolen Firearms - OPPONENT

 

Illinois law has required FOID Card holders, but not persons illegally in possession of firearms, to report lost or stolen firearms since the Gun Safety and Responsibility Act became law effective 8/9/2013. HB148 seeks to deny otherwise law abiding citizens their right to own firearms via FOID revocation and felony conviction.

 

 

 

 

HB265 Firearm Protect Order - OPPONENT

 

There are many forms of protection order available to the courts in Illinois, from granting occupancy of the family home to giving custody of the family pet to one spouse or another. Of the tools available to a judge a firearm protection order, as it currently exists in law, is one of the most important when determined necessary by a court of competent jurisdiction.

 

HB265 proposes to subvert the judicial discretion so necessary to our system of governance by prohibiting the subject of an order of protection from purchasing or transporting a firearm, even when that order is simply in regard to animals, property, and a number of other orders unrelated to a physical threat against the petitioner.

 

While enough to oppose on its own merits, HB265 also creates a frightening potential synergy when taken in context with HB399 Protection Order Issuance. Though not the subject of the current call to action HB399 proposes to empower the States Attorney, and courts on their own motion, to impose an order of protection on behalf of a petitioner even against the petitioner's wishes. This combination of ill conceived legislation, both bad in their own right, establishes an untenable system of potential rights denial under the most unusual of circumstances.

 

 

 

 

HB359 Firearm Concealed Carry Signs - OPPONENT

 

Inverts the signage requirement. Establishes a precedent of allowing private property owners to passively deny the exercise of all civil rights under color of law.

 

 

 

 

HB419 Firearm Concealed Carry Prohibit Place - OPPONENT

 

Adds places licensed under the Video Gaming Act as prohibited locations, including fraternal & veterans establishments, and truck stops, whether or not alcohol is served. Changes privilege to post a location any person lawfully in possession and control. Changes private residences to presumptively prohibited.

 

 

 

 

HB1405 FOID Act Private Sales - OPPONENT

 

Prohibits private sales of concealable firearms

 

 

 

 

HB1442 Firearm Concealed Carry Bar - OPPONENT

 

Prohibits carry at any establishment serving liquor. Establishes penalties for failure to post.

 

 

 

 

HB1467 3D Firearms Prohibit - OPPONENT

 

Prohibits use of printers for firearm manufacture

Are people really focussing on the silencer bill (46 currently) and ignoring bills like removing the prohibition on public transit (25)?

There were slips filed before I posted this Call to Action, particularly on SB433 HB433*. I think everyone knows we're going to include that bill, and there are probably other interested groups as well.

A. Thanks again to Mauser; there's no way that we'd have as good a turnout on witness slips if Mauser didn't go through the tedious process of writing them up and providing the direct links. The consolidated list with links he provides is priceless.

 

B. Do these committee hearings keep getting rescheduled, or what? I don't understand why this process must start over and over again; if I didn't know better, I'd think that someone is working behind the scenes to keep changing things so that we get worn down by attrition. I'm sure that our witness slip totals gradually slip. The suppressor bill had a margin of over 700 slips the first time. Granted it's still early in this, what, fourth or so go-round, but now we're at a margin of 70ish.

 

Unless an amendment is added to change the bill, why on earth cannot a witness slip follow a bill around, regardless of whether it gets rescheduled? If I indicate my position with a witness slip once, why does the system think I need to keep on doing it, over and over, when nothing fundamental in the bill has changed?

 

Thanks again for all the great work by IllinoisCarry; I keep sending these urgent notices on to friends and try to explain how important witness slips are, but then I have to keep telling folks to do them all again...
