A good friend of mine received his AZ ccw application yesterday. He filled it out and then went to the Champaign police department this morning to get fingerprinted. He was denied because they said they will not do fingerprints for ccw apps from any state because IL is not a carry state. He informed them that he is aware that IL is not a carry state, that the AZ license is not honored here and that it is a felony to exercise the right to bear arms in IL.

He explained that he is wanting to get this AZ permit because it is honored in IN where he spends a great deal of time along with about 28 other states. They still would not print him.

 

He asked so you're telling me that there are gang bangers on W Bradly right now carrying handguns that are not old enough to possess a handgun by federal law, do not have a foid or even know what a foid is and they're committing crimes, killing people and raping women, meanwhile I a tax paying, law abiding citizen am standing here in the Champaign police department trying to do the right thing knowing full well that after I get these prints, fill out this application, pay $60 for app and $30 for the prints I still won't be able to carry in IL but am still being denied just getting a set of fingerprints done?

 

The answer was YES. We do not do fingerprints for ccw apps because IL is not a carry state. They also told him that no law agency in IL will do this for the same reason. He explained that that was false because he knows dozens of people who have out of state ccw permits that required fingerprints.

Finally it was admitted that this was a decision that was made a couple years ago specifically within the Champaign police department and it was made by "the people upstairs".

My friend is a bit frustrated as a citizen, as a tax payer and as a law abiding citizen who is just trying to do the right thing.

Advise him to contact his alderman first, the mayor 2nd and the members of the police commission 3rd. Since it is Champaign I am not surprised...

 

My city did my Florida prints quickly and for free. They had a coffee pot set up in the back room for their staff and I asked the officer to at least allow me to throw a few bucks in their coffee fund. He wouldn't let me. He said it was their duty to serve the public and gave me a great smile....

I am not familiar with Champaign city vs. county departments, is the county seperate from them? If seperate, have him go to the county Sheriff. In Vermilion cty the county sheriffs are in the same bulding as Danville police but the county sheriffs handle the jail and fingerprinting. If nothing else have him come to the Vermilion County Public Safety Building in Danville. The first time I went there for my Florida permit I did get a little resistance but they still did it. Since then my wife and I have both been printed there a couple times with no problem. With the sheriffs running the jail also they did ask that We came at times when they were not busy shuffling prisoners to and from court or at meal time. Before I forget the Champaign Police department policy makers sound like total a$$es. Jim.

I called and spoke with Paula in records.

 

She acknowledged that CPD will not print for any CCW permits "because it's illegal in IL".

 

I pointed out that these were forms necessary for other states to conduct their business and why was it a problem for them to fill out print cards for other states.

 

"It's an ethical issue," she replied.

 

I asked who made that decision not to print "for ethical issues". She didn't have a name. Seems everyone is out today, even the deputy chiefs.

 

I explained that I was going to find out who made this decision and talk with their boss, no matter how high in the food chain I needed to jump.

 

I'm supposed to call the civilian supervisor of the records department tomorrow but I see that as a huge dead end.

 

I just had a friendly chat with the chief Saturday night.

 

If I don't get satisfaction on this, I'll probably have to have another discussion with him. If that goes nowhere, I'll probably ask a few GSL people to accompany me to a city council meeting.

When I got got printed for Utah about 5 years ago, my local PD not only did it for free, they didn't even ask what it was for. When I was leaving, the officer that printed me wished me good luck. Maybe he thought I was applying for a dept.

 

Either way, it's BS that individual areas get to decide policy like that as they see fit.

When I needed prints for my Florida CCW, I went throught the same thing with CPD. I eventually went to the suburb where my parents live, and the police there were more than happy to take care of me. Didn't even charge me. And they invited me to use their indoor range if I was ever in the area.

 

CPD (and Champaign as well it seems) need a change of attitude. They need to remember who they work for.

Another possible suggestion:

 

There are Utah/Florida classes going on all the time. A lot of instructors include printing as part of the course fee. Perhaps he could talk to a local instructor and see if they can do the prints for a small fee? Unless, of course, there is a requirement that it be done by an officer.

This is a list from the ISP website of companies who provide automated fingerprint service. I know AZ requires them be be on the "blue applicant card" but they should be able to handle the old fashioned way too.

when i took mine at GAT guns, the local SWAT team did the prints for us for 5 bucks a pop to put towards there weapons budget... didnt hear a single person disagree with it or question it...

I go my prints for the Utah done at the Village PD where I work. No Charge.

 

The fingerprint card did not specify the purpose for the prints and honestly I don't think they even asked why I needed them.

As in "lack of ethics" on their part..?? They have no problem collecting their paycheck but when a citizen asks for assistance it's a problem..??

 

As I recall, The Council on Teacher Education requires student teachers to be fingerprinted. Champaign being a college town, I wonder if they are willing to print student teachers upon request..?? I'll wager they are...

 

Does everyone get denied printing other than criminals or just "some citizens"...??

John, my friend and his family are friends with the mayor and his family. He says he knows the mayor would help him but he didn't want to go over the top of everyone else and make a big hulla balloo. I told him I understand and not to worry, hulla balloo is being made. whistle.png

He just wants it to get fixed so this doesn't happen to someone else.

I live in Hanover Park which is in both DuPage and CROOK Counties. The officer who did mine asked why and then said "cool" and didn't charge me a dime

When I got my FLA CCW, the community service officer bend over backwards to fingerprint me and said I hope Illinois gets carry soon. I told him, we are working on that.

Chicago PD would not do it for me years ago because it was for the Florida permit. I was treated quite rudely. I went to Oak Brook Terrace, paid $10 and was treated well.

 

Chicago did take my prints once and has them on file for my CPD Media ID Card. Yep... the working press gets fingerprinted in Chicago. Every once in a while some cop thinks I'm a cop when I need to show that ID.
