IMPORTANT NOTICE TO CONCEALED CARRY INSTRUCTORS:Effectively immediately, the Illinois State Police will be recognizing newLive Fire Scoring requirements. Instructors were previously providedinformation to indicate that in order for a round to be scored as a "hit",a round must break through the target within the scoring rings - IllinoisAdministrative Code, Part 20, Section 1231.10. The Illinois StatePolice has now determined it is acceptable for a round to be scored as a"hit" if the round breaks through the silhouette picture. The FrequentlyAsked Questions on the Illinois State Police website will reflect this newinformation as illustrated below. A new CCL Instructor informationpackage will be forthcoming.Q: What does "Hit the Target" and "Scoring Area" in reference to therequired range portion of Concealed Carry License Training?A: "Hit the Target" and "Scoring Area" mean a round that has impactedwithin the black portion of the silhouette on a B-27 target. You are correct, but they did not make a public announcement or edit the ISP website, until now.

After a couple of meetings with the Governor's staff, they pushed the correction through. I've been waiting for the roll out. it came to a head after I taught a CLE seminar for the State Bar Assn. and a prosecutor from Dupage was putting out the BS about scoring rings citing the state police website. that brought things to a head with ISP and my contact in the Governor's office. the Email from the prosecutor helped push them along.

The use of "bcc" is one mechanism to get around this "feature". -Keith.

Yes, the FCCL is a compromise between having no restrictions for carrying and no carrying at all. It is not designed to train a cadre of expert pistol combatants. The lower extremities are not part of the target. But a hit in the femur or femoral artery can result in rapid loss of blood and death, especially with the damage caused by bullets developed in recent years.

tloc1969 Posted May 17, 2016 at 06:47 PM Posted May 17, 2016 at 06:47 PM First of all the way I look at it the CCL course is NOT a beginners class for folks wanting to accessorize their purses, mini-vans console or have a 'cool' bulge on their belts. I allow a specific amount of range time and if they need remedial [or basic] training it is per-hour. If a student can't place their shots per the IL requirement than too bad I'm not signing off on a sub-par shooter with a shotgun-like bullet pattern. Poor shot placement beyond being instructed correctly is usually due to selecting the incorrect firearm for their specific needs, lack of practice or both. I got a call last week from a Crooked County 'lefty' mom who was against guns until her 'girls' started getting them...she point blank asked me, "What is the easiest way I can get one of those carry-card thingies.' I told her I don't teach the 'thingy' class, I recommended she attend one of the rubber-stamp fly-by-night puppy mills being held at the Ramada, Holiday inn etc. on any given weekend and that they will work around her soccer and shopping schedule.
