CCLRB Status Report - FOIA Response from ISP

In response to my FOIA request in March, the ISP provided a status report of all unresolved CCL applications awaiting action by the Concealed Carry Licensing Review Board. The original request and ISP's response are attached below.

 

Unfortunately the ISP provided it in PDF form instead of my requested Excel-compatible format. That makes summary statistics difficult to automate. I've asked for an Excel file but will probably have to wait another 2 months for it (given the current response timeline).

Does it really surprise you? Have you been to his website? He has it front and center as a matter of pride how many objections he has filed with a big "no guns" sign by it.

 

So Todd; if you watching, what are we doing legislatively to stop this? I mean you have people from November of 2014 waiting, at this rate half these guys will be dead by the time this is resolved or forced to re-apply! You'd think the TSA was running this review with those wait times!

 

 

Maybe a bit of legislation that requires a LEO providing an objection to present evidence, at the time of objection that the objectee is a clear and present danger to the community? Something? Anything?

Using my mad speed-reading skills I was able to determine that 1684 of the 2042 cases under review are from Cook County. Of those, 1071 are from Chicago, a rapidly-shrinking city in eastern Cook County.

Nothing surprises me when it comes to my "esteemed" sherrif P&T. We all knew he would object to every person possible. 80% of all pending Under Review objections? I AM surprised about that. I was thinking that the POS would have a higher body count.

 

I refuse to venture onto his website for fear that I will smash my Mac.

There is a way to fix this.

 

Default permit issue at some reasonable time limit, say no more than 30 days beyond the existing statutory limit.

 

Then there is a disincentive to clog the system with frivolous objections, since real objections will then get approved by default. Leave the board to address applicants for which there are bona fide concerns.

 

Right now the whole objection system by and large is just screwing over a bunch of innocent bystanders whose name got written down on a report somewhere.

It would be kind of nice if those who have been objected to frivolously would band together in a class action 1983 suit. Alternatively there would be some poetic justice in Sheriff Dart having to defend a few thousand, separate 1983 suits.

UN-FRICKING-BELIEVABLE!!

 

The quick scan I gave the list showed less than 8 in St. Clair county. One each for Washington Park and Fairview Heights and about 4 for East St. Louis. Wash. Pk and ESL doesn't surprise me but FH does.

I located my information on that spreadsheet and i have a question for you guys. It shows i applied oct 1st 2015. To board and notification nov 1st 2015 but Reveiw April 20,2016. What does that reveiw April 20,2016 mean?

I'm curious if they're throwing in anyone who's ever had contact with the cops. I've had to call the cops on my neighbors before, so my name is definitely on some report filed away somewhere.

yea me too on the neighbor thing. No arrests on either of us but have had my share of cops stopping by. PITA neighbor.

Here is a genuine question about the process.

 

If ISP's background check would disqualify someone, and that applicant has also been objected to by a local LE agency, is the objection mooted and removed from the system, or does it continue to sit in the waiting list of objections for the board to consider?

 

How do all these murderers and domestic violence offenders get FOID cards to be able to apply for CCL?

WOW, I'm sure with the 2042 applicants still waiting, they're multiple scenarios for why that is. If you can be disqualified by simply having your name on a Police Report or having LEO contact?? I'm am SO screwed!!! Just to give the Long Short....

 

Pretty heated break-up with the Ex-Fiance and mother of my only child. She fought for sole custody, we were granted Joint Custody and I was given COURT ORDERED VISITATION ( Twice a week for 2 hours and every other weekend from Friday @ 6pm til Sunday @ 6pm) We'll, She thought it would be cute, to just NOT SHOW UP for Court Ordered visitation at the exchange point 36 times! And each time I filed a Police Report in my County, finally the SA , brought charges against her for " Unlawful Inference with Child Visitation" and issued a warrant for her arrest. Two things happened after that. 1) She was even more p***** off than before! 2) My daughter was never missing or late for my court ordered visitation again.

 

So, I've got lots of Police Reports with my name on them! I meet the published requirements for a CCL, yet I'm day 344 and I wait. If I'm denied because of wanting to be an active father to my child and protect our relationship, even if it may cost me my CCL, I wouldn't change what had to be done. That said, I'm not going to just lay down and take NO for an answer, I'm in for the long haul. ? However...first things first.... I still need to know officially which LEO objected!

I applaud you for wanting an active role in your child's life. Shame on the courts though for denying said child the most important influence in their Iives.

In the original FOIA request, I had asked for that column to reflect the "Date application was reviewed by the CCLRB (or projected review date, as appropriate)". I'm convinced the ISP actually provided the most recent date the record was touched, not the date of the full, in-depth application assessment by the CCLRB. You'll note that (almost?) every single date in that column is from April or May 2016.

 

I think this date probably just means that the record was opened in preparation for sending out a 30-day update letter to the applicant.

Arrests do not equal convictions.

 

Someone acquitted of murder (or perhaps charges were dropped) has the same 2nd Amendment rights as the rest of us.

Ive been receiving the 30 day more needed letters since 12/2015.ive already received 7 of them.
