Witness Slip Instructions



With one or two exceptions, all bills in our alert for 3/24/2014 and 3/26/2014 have now been scheduled for 3/25/2014 in addition to the 2 prior dates.


Please include these bills in your schedule of filing witness slips, in addition to those hearing dates listed in our original Call to Action Week of 3/24/2014

HB3269 Crim Cd Firearm Protect Order 3/25/2014 - OPPONENT (Oppose Original Bill & all amendments present)

House Amendment 2 expands prohibition on possession of a firearm by persons subject to an order of protection, to now include substantially similar orders issued by another state, possession, territory, and DC. Adds ammunition, stun guns and tasers. Removes requirement that a hearing at which the respondent has had an opportunity to participate first finds a credible threat - OPPONENT




HB3669 Concealed Carry School Penalty 3/25/2014 - OPPONENT (Oppose Original Bill & any amendments present)

Elevates misdemeanor to felony charges




HB3675 Concealed Cary Penalties 3/25/2014 - OPPONENT

Increased penalties for carrying in a prohibited place




HB3762 FOID 18 Years 3/25/2014 - PROPONENT

Reduces FOID eligibility to age 18.




HB4319 Firearm Concealed Carry Places 3/25/2014 - OPPONENT

Adds places licensed under the Video Gaming Act as prohibited locations, including fraternal & veterans establishments, and truck stops, whether or not alcohol is served. Changes privilege to post a location as prohibited to any person lawfully in possession and control. Changes private residences to presumptively prohibited.




HB4376 Crim Cd Firearm Transport 3/25/2014 - PROPONENT

Provides that a current FOID holder can transport a firearm in a vehicle not subject to traditional transport requirements




HB4507 Firearm Owners ID Records 3/25/2014 -PROPONENT

Provides that ISP shall destroy records related to the dial up system within 31 days (with exceptions)




HB4574 Lost & Stolen Firearms 3/25/2014 - OPPONENT

Provides for a 5 year suspension of a FOID and FCCL for a 3rd failure to report a lost or stolen firearm




HB4654 Firearm Reg Defines 3/25/2014 - PROPONENT

Defines "regulation" as used in the FOID and FCCA for the purpose of preemption




HB4686 Concealed Carry Preempt 3/25/2014 - PROPONENT

Provides for reimbursement of legal fees plus payment of punitive damages for violations of preemption




HB4712 Concealed Carry Preempt 3/25/2014 - PROPONENT

Clarifies the legislative intent of accessory preemption under the FCCA

Creates the offense of unlawful use of a three-dimensional printer to create a firearm (including parts)




HB4779 Firaearm Concealed Carry Signs 3/25/2014 - OPPONENT

Inverts the signage requirement to allow carry only where permission is granted




HB5406 Crim Cd Explosives Prohibits 3/25/2014 - OPPONENT{Oppose Original Bill. No Position on Amendment 1)

Prohibits possession of bomb making material, including gunpowder, smokeless powder, deteonators and other detonating agent. Weak exemption for reloading components and no exemption for assembled ammunition.
