They're not checking national databases every day or those numbers would be much larger. Looking at the numbers, a reasonable guess might be that they're running everyone with a CCL every month? So that rules out the nightly FOID disqualification runs as part of the count. 2.4 million FOIDs, nightly , say 360 days a year = 864,000,000 checks ..... Apparently they are using their own system that does not include their numbers in the NICS counts. Also as noted in some comments to the article, if you have a concealed carry permit you don't have to do a background check when making a firearm purchase in some states. The ATF IOI guy told me there is no other reason to run a background check other than a firearm purchase or to rerun a check if a "glitch" happened. I remember Tom Dart was complaining about not having access to LEADS and other LE Databases so that he could object to CCL Applications. Even retail gun shops complained about not being able to use the NICS System as a background check for new hires, I'm wondering when the NICS change happened.
