Per my Freedom of Information Act (FOIA) request to the Illinois State Police, as of the end of the day on Dec 31, 2016, there were 215,536 active FCCLs and 2,097,427 active FOID cards.

The first table below captures the current cumulative totals for Illinois Concealed Carry Licenses (CCLs) issued to nonresidents and residents since the program began. Note that these totals represent the total number ISSUED, and are not adjusted for those that have since been revoked or cancelled. This table also includes totals for CCLs that have been denied, revoked, or currently awaiting action from the Concealed Carry Licensing Review Board (CCLRB). The paragraph below the table captures the number of CCLs and FOID cards currently active, accounting for those that have been inactivated subsequent to issuing.

 

The second table provides a trend analysis based on prior FOIA requests.

 

Some notable observations:

 

* The backlog of CCLs pending CCLRB review dropped by 98 in Dec, with 2,385 now pending action.

* 4,814 CCL applications were submitted in Dec (average 155/day).

* The total number of active FCCL licensees rose by 6,409 in Dec (from 209,127 to 215,536). One of those licenses was issued to a nonresident.

* The number of active FOID holders rose a whopping 18,532 in Dec (from 2,078,895 to 2,097,427).

Thanks for the update. At 217,380 for December 31, 2016, we've got 73,433 more FCCL license holders than the end of 2015. December 9, 2014 to December 8 2015 showed 53,377 issued. Expectations were the number of FCCLs issued would drop after the initial year, but they have inceased. Maybe we'll hit 300,000 issued by the end of the year if this continues.

With FCCL's going up, and Illinois population going down, our percentages are increasing nicely? I guess when we reach about 500,000 FCCL's and the overall population of the state drops to about 10 million, we will then be at that nice point of 5% of the population legally carrying firearms.

By the rate the board is clearing, it would take 2yrs to clear what they have now, and that's without any further objections. :no:

How much of the problem is the board and how much the LE agencies not supplying the info requested by the board after an objection in a timely manner (thought they had 10 days to respond, but could be wrong)

The board reviewed 2,725 applications during 2016, so if no new denials were elevated to the board, at this pace the current backlog would be eliminated in about 10.5 months.

 

Of course, new applications will continue to flow to the board, so their pace needs to pick up considerably to meet the workload.

 

Or better yet, the frivolous objections need to stop. The board is reversing 85% of the denials.

Unfortunately, we have no way of knowing. The ISP (with AAG concurrence) claims that all CCLRB data and proceedings are exempt from FOIA--even totals that contain no reference to individuals.

I talked to a fellow at church today who had just received his Illinois LTC. Told him about the total number in Illinois as of December 31. I looked up some information at a website about the percentage of population by states. Pennsylvania is in the top 8 or 10 with a little over 8 percent.

 

I wondered how my church compared and went through the church directory and came up with 16 people (that I know of) with an Illinois LTC out of about 175. A nice percentage when you consider the amount of children under 21 in our church, which is about 90.

 

If you were wondering, no my church is not a gun free zone!
