In floor action Friday, HA1 to HB1651 Wildlife Tech was adopted and the bill was moved to third reading. This would allow the taking of fur bearing animlas with slugs.

 

 

In committee today are 2 interesting offerings from the Chicago contingent: proposed bans on lion meat and on canned hunting. So far, it appears only the sponsor has not had to google the term "canned hunting".

 

 

Tomorrow brings another round of Judiciary hearings on firearm bills. Please remember to file witness slips as outlined here if you have not already done so.

Creates the Family and Personal Protection Act. Provides that the Department of State Police shall issue a license to a person to: (1) carry a loaded or unloaded handgun on or about his or her person, concealed or otherwise; (2) keep or carry a loaded or unloaded handgun on or about his or her person when in a vehicle; and (3) keep a loaded or unloaded handgun openly or concealed in a vehicle. Prohibits the carrying of the handgun in certain locations. Provides that the license shall be issued by the Department of State Police within 30 days of receipt of a completed application and shall be valid throughout the State for a period of 5 years from the date of issuance. Provides for renewal of licenses. Establishes qualifications for licensees, certified firearms instructors, and instructor trainers. Provides for home rule preemption. Provides that the provisions of the Act are severable. Amends the Freedom of Information Act. Prohibits from inspection and copying information about applications for licenses to carry a handgun and about license holders contained in the database created by the Family and Personal Protection Act, except as authorized by that Act. Amends the State Finance Act and the Criminal Code of 2012 to make conforming changes. Effective immediately.

Replaces everything after the enacting clause. Reinserts the provisions of the Bill. Changes penalties for aggravated unlawful use of a weapon. Provides that it is an affirmative defense to the offense of aggravated unlawful use of a weapon for not holding a currently valid Firearm Owner's Identification Card that the defendant has, prior to the commission of the offense, submitted a Firearm Owner's Identification Card renewal application to the Department of State Police and the defendant is otherwise eligible for a Firearm Owner's Identification Card.

 

 

Balanced Budget Note (Office of Management and Budget)

 

HB 2265 has a direct fiscal impact to the Illinois Department of Corrections. The total impact of HB 2265 would result in an increase of 3,860 inmates, with additional operating costs of $701,712,300 and construction costs of $263,130,300 over a ten year period.

HAs 45 and 53 are the same thing and HA52 is a crock of ****. Presumes that local law enforcement does object if it doesn't object? Oh, yes, and that's not designed to keep Chicago residents from getting a permit if McCarthy happens to fail to object to one application and it makes it to the ISP. I knew they'd find a way. They tried this crap with the CFP, it was kicked to the curb. They barred all non-violent misdemeanors from obtaining a CFP, oops, nope, unconstitutional just like that one and gang? Seriously? "canned hunting".....couldn't help but notice the passage "regardless of the cage/enclosures size......" So that can mean fence along a 640-acre property line on any illinois hunt club.

 

So....it's a ban on any gun or sportsman's club that does ANY FORM of hunting.

if that fence is used to keep animals in as apposed to people out then yes, this will also kill put and take bird hunts, and also the captive deer markets. Frankly this bill sucks, the deer business in IL alone is a muliti billion business.

Uncle it seems like they are crappy when it comes to our money. Taking into account the hunting industry and firearms manufacturing industry in Illinois. The Chicago machine seems more idiotic than Colorado at this point.

I like HA13 on HB1156 (Phelps) mainly because due to home rule preemption it raises the final needed vote for passage of 1156 to 3/5. Makes it *far* less likely they will get enough votes to pass it - if it is adopted that is.

 

He should file this amendment on all of Madigans shell bills.

Since a plurality is all that is needed to pass an amendment, why don't we tack on an amend to each bill that the antis just can't stand but we can get the majority vote to kill their bills? Kinda like what they did with 997.

Has anyone read Am 12 to 1156? It is a gut & replace amendment! It replaces everything after the enacting clause. I think this is the real magazine ban. Madigan got us nice & complacent with his mess of amendments and now they'll sneak the real one through.

I've gotten a Facebook notification for the Mag Ban from Citizens Defense League of Chicago but not from ISRA or IllinoisCarry.com on Facebook.

 

Do we have our Facebook effort going full steam ahead on this?

 

BTW - I did get an urgent e-mail update from ISRA, but I'm specifically wondering about Facebook.

 

EDIT: I did see the posts on ISRA and IllinoisCarry.com and I shared them on Facebook. But for some reason, the stories / posts are not showing up on my Facebook page automatically - I was receiving everything from ISRA/IC but now I'm not so I'll have to checkit out.

A list of the most rabid anti-gunners and the lap dogs of Madigan (both of them). Drylok, as to your comments re: Dunkin, call me, I'd be glad to give you my take on him privately. To everyone else, watch his actions, and make up your own mind.

 

Notice, there are 18 names in this list. That leaves 100 other members. We need 71 to pass our bill and veto Quinn. So, we've lost the 18 above, I wouldn't even bother emailing, calling or talking to them unless they're your rep. Nothing we can say will change their mind, but you can express your indignation at their refusal to even acknowledge your position as their constituent.

 

So, we have 100 folks that we can work on, 48-58 of those are ultra solid, so then we're down to 42-52 that we need to convince and we only need 13-23 of those on our side. Break it down to numbers, put names with the numbers and work on those folks.

 

Stay tough. Part of their strategy is to wear us down. They have staff to work on this stuff for them while they sleep and dine on our dime. They're hoping that most of us will do what some here have already done, said to heck with it and thrown in the towel, hoping for June 10 carry. Don't do it, stay tough, stay engaged, we will beat them at their own game.

I had an update on my wall from Illinois carry. Urgent- Expect another huge push for magazine ban

 

 

Quick question before the proceedings start, a preemption amendment will still only need a plurality to be adopted but will make the bill need te supermajority to pass? Or does the preemptive amendment need more votes to pass as well?

Actually them instroducing this is EXACTLY what we needed. NOW we have PROOF to the "hunting gun crowd" that THEY NEED to be in thuis fight too. Its not just us 2nd Amendment Types or Black Gun Types. or CCW types. They want to destroy ALL aspects of gun ownership and gun culture PERIOD. So the next time a hunter says this does not concern them.... or the next time someone implies the 2nd amendment is about hunting just say "they want to end that too and here is PROOF."
