Molly B. Posted December 6, 2013 at 03:42 PM Posted December 6, 2013 at 03:42 PM We have confirmed and reconfirmed with the ISP that fingerprints are NOT mandatory for concealed carry applicants. Some individuals and groups continue to misinform the public about this. The current law states that prints are optional. Unless and until the law is changed they shall remain optional. The same individuals are claiming the ISP will accept inked prints but at this point the ISP says they will only accept digital prints. If that changes we will post it here.
Rem870 Posted December 6, 2013 at 03:46 PM Posted December 6, 2013 at 03:46 PM Well that is good. It should save some folks some money anyway.
Jeff B Posted December 6, 2013 at 04:01 PM Posted December 6, 2013 at 04:01 PM But not submitting fingerprints may (will) delay the issuance of your license, is this a correct statement?
Molly B. Posted December 6, 2013 at 04:06 PM Author Posted December 6, 2013 at 04:06 PM With prints the ISP had 90 days to issue the license. Without prints they have 120 days.
McCroskey Posted December 6, 2013 at 04:21 PM Posted December 6, 2013 at 04:21 PM I'd rather wait than pay. Personally, I say get in and get it done before they change it to make the prints mandatory.
bobapunk Posted December 6, 2013 at 05:52 PM Posted December 6, 2013 at 05:52 PM Thankyou for putting up with our dumb questions Molly! Your patients is truly remarkable!
xd9subcompact Posted December 6, 2013 at 06:33 PM Posted December 6, 2013 at 06:33 PM When I consider how many years I have been waiting for this law to come to be, I can't see paying the extra $55 for the possibility of advancing the date of issuance of my FCCL by 30 days. Big picture = 90 or 120 days, who cares?
Elderberry Posted December 6, 2013 at 06:41 PM Posted December 6, 2013 at 06:41 PM I wasn't going to spend the money either. On the other hand, I have a very common name and there were three of us in Peoria County with the exact same name, close in age, and similar descriptions . One of the three has outstanding warrants. One of the three died last year but not the guy with warrants. I occasionally get pulled over for accidentally driving very, very slightly over the posted speed limit and every time it was a 45 minute ordeal while I waited on everyone to figure out I wasn't that guy. The warrants are from the early 80's and this has happened 3 times in the last 10 years.... I have no idea if they have that clown's prints but I think I will make the investment....
narcoden Posted December 6, 2013 at 06:42 PM Posted December 6, 2013 at 06:42 PM I'll wait the extra 30 days. Thanks!

I'm married, good thing my wife has a sense of humor and understood the situation. Location about an hr away from home. While the other person was on the phone setting up the apt billing,he got disconnected. Service rep brought up name,MY info comes up,since I was in good standing with them. Service rep finnished transaction and I get bill. I call gas company, explain for about half hr who I am and finally get it sorted out. They did a google search of my name and found numerous people with my name. Sorry tryed to make story short. So I am contemplating Fingerprints.
Elderberry Posted December 6, 2013 at 07:07 PM Posted December 6, 2013 at 07:07 PM I blame it on my parents....
xd9subcompact Posted December 6, 2013 at 07:08 PM Posted December 6, 2013 at 07:08 PM They have your DL, FOID, SSN numbers and a current photo at the time of application, along with your DL/FOID photo. If they are having trouble differentiating you from the others, I doubt the fingerprint card will make that much difference.
stitch58 Posted December 6, 2013 at 07:08 PM Posted December 6, 2013 at 07:08 PM You have a very valid point.
Elderberry Posted December 6, 2013 at 07:33 PM Posted December 6, 2013 at 07:33 PM They have your DL, FOID, SSN numbers and a current photo at the time of application, along with your DL/FOID photo. If they are having trouble differentiating you from the others, I doubt the fingerprint card will make that much difference. One of those three times I was on my way home from London and got stopped late at night. In that case they had my driver's license, FOID card, social security number, AND my passport -- but at one point they were still contemplating transporting me in to the county jail so they could print me... I think I'll spend the 50 bucks. I really don't want to risk going through the appeal process just in case, by some tiny, almost infinitesimal level of risk, someone in Springfield might also decide I was that guy..... I've certainly invested a LOT more than 50 bucks over the past several years just trying to get the right to even have an FCCL -- at this late stage of the process my focus isn't so much on costs as it is on success...
xd9subcompact Posted December 6, 2013 at 07:36 PM Posted December 6, 2013 at 07:36 PM I can foresee scenarios were an application is on hold waiting for the return of the fingerprint results.
WtJen Posted December 6, 2013 at 07:51 PM Posted December 6, 2013 at 07:51 PM When the apps come out in January, it would be most useful to have a thread similar to the FOID card waiting thread. That way, we can compare how much longer it takes to get a permit with fingerprints and without.
xrlke Posted December 6, 2013 at 08:00 PM Posted December 6, 2013 at 08:00 PM The instructor that taught my IL CCW class insisted that we needed prints. I had to inform and show him, in the law, that it was't true. The sad part is that he already taught a couple of classes already.

I had to inform and show him, in the law, that it was't true. The sad part is that he already taught a couple of classes already.I am of the belief that many instructors are doing this because they are getting a kick back from the finger print companies. I have received numerous emails, courtesy of the ISP website, from finger print companies offering me a %.
SiliconSorcerer Posted December 9, 2013 at 03:36 PM Posted December 9, 2013 at 03:36 PM Interesting, maybe posted elsewhere and I apologize.... Yes it may delay 30 days but IF you submit them the ISP is authorized to also charge you another $31.50 for a background check on them! (in addition to the $150).
Molly B. Posted December 9, 2013 at 07:10 PM Author Posted December 9, 2013 at 07:10 PM Confirmation received from ISP again today that inked prints will not be accepted.
wtr100 Posted December 9, 2013 at 07:28 PM Posted December 9, 2013 at 07:28 PM Confirmation received from ISP again today that inked prints will not be accepted. probably for the best - can you imagine how THAT flood of paper would gum up the works?
Cougar8000 Posted December 9, 2013 at 08:28 PM Posted December 9, 2013 at 08:28 PM Molly, what about us instructors who had to do electronic prints to get alicense. Will ISP give us any brake on it? that said. if they dont. i have no issue waiting another 30 days

Will ISP give us any brake on it? that said. if they dont. i have no issue waiting another 30 days ISP has already stated that instructors can use the TCN number given to them when they applied to become certified. So you don't have to take your fingerprints again.

Jeff Johnson Posted December 9, 2013 at 10:27 PM Posted December 9, 2013 at 10:27 PM I'm thinking (and hoping) that they are going to be FLOODED with apps especially in the first month or 2. They will either choke completely and almost nothing will get done, or they will be stamping approved on them as fast as they can just to get them out. I plan on submitting without prints and marking the calendar. If no permit in hand 120 days later I will call my state senator and rep.

I think it's pretty clear the ISP won't give a rats rear about timely completion of permits. The rank and file will do their best for 40 hours per week, maybe more if overtime is offered. Those that get issued in 90 or 120 days - good, those that don't well there is always tomorrow
RacerDave6 Posted December 9, 2013 at 11:37 PM Posted December 9, 2013 at 11:37 PM I have heard that ISP has hired a fair amount of people to handle the applications.
