It's that time again - the much anticipated opportunity to monitor the filing of legislation related to our rights.

 

The coming Spring 2016 Session should bring not only the usual number of new bills but, perhaps, the resurrection of some older legislation already filed. Because of this, the list of bills we'll monitor may take a bit longer than usual to evolve. This will also make volunteering to watch for new legislation especially important as the total number of bills we'll monitor could potentially approach twice the usual amount.

 

Each volunteer will be assigned one or more block(s) of bills. Simply visit the Bills and Resolutions page periodically, click on the number group(s) assigned to you, and check any that appear to effect us. Any bills that seem relevant should be posted in this thread.

 

Pay particular attention to bills that effect the following codes, including "shell bills" that change a single word but can be used for other purposes later.

SB2231 looks to be a shell bill. Kind of scary that they even hint at changing the Use of Force statutes. Need to keep an eye on this one.

HB4541 - CRIM CD-UNLAW FIREARMS-700 DEGREES (lowered from 800)

 

And how many problems have we had with firearms with this lower 700F melting point? Have we had any?

 

HB4543 - CORRECTIONAL OFFICER-FIREARMS (allow off duty carry if certain training requirements met)

 

Seems OK on the surface (more good guys with guns = good)

 

HB4547 - HUNTING-CARRYING HANDGUNS - Allow concealed carry while hunting

 

HB4548 - CRIM CD-FIREARMS WAITING - waiting period does not apply when two parties are trading/exchanging/swapping firearms (as opposed to one party just buying and the other just selling)

 

HB 4550 - CORRECTIONAL OFFICER-FIREARMS - more good guys with guns if training met

 

HB 4551 - CONCEALED CARRY-LICENSE DENIAL - improves FCCL application process for those denied by providing them more information about the denial

The melting point test is a throwback to laws passed after the Civil War allowing the sale of only the most expensive firearms. Those laws were intended to keep freed slaves disarmed with seemingly race neutral language.

 

Similarly, the higher melting point test is meant to keep more affordable firearms off the legal market today.

 

It's time we do away with such things.

I see that Morrison has filed a few bad bills. I'm not in her district, but I'm close enough for discomfort.

I have always liked the "Ring of Fire" guns, so I have studied up on them a bit. My brain just collects facts and holds them for regurgitation!

We're getting close to having a partial list put together of bills we'll be watching, including some Cook County action this time around. I'll try to post something in the next few days.
