Representative Stoneback asks the Director if ISP does criminal background checks for other reasons. He answers that they do, for many professions including teacher, cannabis growers, etc.

She asks if fingerprints are required, implying that employment is in some way akin to the exercise of a Constitutional right.

There is actually no comparison except for those who don't understand the nature of human rights.

Mr. Kelly fails to recognize the distinction as well.

Oh, that would be interesting.

Expressing her disappointment in not getting her way, Ms. Stoneback abstains from voting.

Abstention is the same as a "no," except this is more like a tantrum. More interesting would be if lots of Ds follow her lead and abstain on the floor.
