Pete Brownell ought to be pretty plugged in to the industry and explains a perspective on nitrocellulose here (start at about 9:15). Summary: buy it now if you need it without panicking.

Not gunpowder manufacturers but government by putting so much red tape, hazardous material rules etc on them so they either can't do the job or can't afford to do it
