  5. The concealed carry act which addresses the carrying of concealed firearms by the public in public places does not supersede state law that allows people to carry firearms concealed or open on their own land or in their own places of business. My opinion.
  6. Several liquor stores around here, I get lottery tickets no booze. They have armed guys inside the stores. Would seem to me that if you own the business and run the business that you could then defend that same business! No? just asking for a friend of course.
  7. I've heard stories of fingerprints being rejected because they were older than some probably arbitrary age. Also, each TCN has a given purpose. You can't use fingerprints taken for one purpose, even if unused for that purpose, for another purpose.
  8. Can you clarify what you mean by the current TCN not being recent enough? Is there an expiration or duration of validity associated with a set of prints/TCN obtained by a Live Scan vendor?
  9. i have no experience with a similar situation, but if I were you I'd ask for the fingerprint fee back from someone. The ISP thinks you haven't submitted prints, so they can require them from you at some point, for which your current TCN won't be recent enough. Trying to use this set to jump to the fingerprint queue, assuming the ISP cares to look again, would probably set your processing back to day 0. Meanwhile the fingerprint vendor took your money for a service you can't use through no fault of your own, whether it's the ISP's or the vendor's.

  11. Hi again Molly, I did get the denial letter like you said. According to it the reason is 430 ILCS 65/8 (U). Reading through this it says I will need to be cleared by a mental health evaluation for being admitted to a mental health facility more than 5 years ago. Is the only avenue forward at this point one of those FOID evaluations? I tried searching this online a bit and it seems the asking price is $800 minimum. Are you aware of people having luck working with other evaluators (the letter says it can be a physician, clinical psychologist, or qualified examiner)? Thank you again, Andrew
  12. A business that I would be concerned about is one that sell alcoholic beverages who are mandated by statute. The statute also mandates a penalty. I believe it is a travesty of justice if this statute prevented armed security on the property. I am interested in others opinions on this.

Americans who value the Second Amendment know that it’s ultimately about Liberty. But much of the debate often ends up being about crime. Truth be told, the gun grabbers don’t fare any better on that front. John Lott, president of the Crime Prevention Research Center, has researched and written extensively about this over the years, and he’s out with some new numbers about defensive gun use. While Americans know that guns take many innocent lives every year, many don’t know that firearms also save them. On May 15, an attacker at an apartment complex in Fort Smith, Ark., fatally shot a woman and then fired 93 rounds at other people before a man killed him with a bolt-action rifle. Police said he “likely saved a number of lives in the process.” On June 30, a 12-year-old Louisiana boy used a hunting rifle to stop an armed burglar who was threatening his mother’s life during a home invasion. On July 4, a Chicago gunman shot into a crowd of people, killing one and wounding two others before a concealed handgun permit holder shot and wounded the attacker. Police praised him for stepping in. These are just a few of the nearly 1,000 instances reported by the media so far this year in which gun owners have stopped mass shootings and other murderous acts, saving countless lives. And crime experts say such high-profile cases represent only a small fraction of the instances in which guns are used defensively. But the data are unclear, for a number of reasons, and this has political ramifications because it seems to undercut the claims of gun rights advocates that they need to possess firearms for personal protection — an issue now before the Supreme Court. Americans who look only at the daily headlines would be surprised to learn that, according to academic estimates, defensive gun uses — including instances when guns are simply shown to deter a crime — are four to five times more common than gun crimes, and far more frequent than the roughly 20,000 murders or fewer each year, with or without a gun. But even when they prevent mass public shootings, defensive uses rarely get national news coverage. Those living in major news markets such as New York City, Washington, D.C., and Los Angeles are unlikely to hear of such stories.   14. The "numbers" definitely worked out for you very well! It took 10 days to process your application. Now for the month of August, 2021 the average application processing time was 197 (196.74) days. So what this would mean that (statistically) there would be another new application that took 384 days (ouch). [10+384= 394 394/2 = 197] The ISP has been working to chip away at the backlog. Congrats on the rapid processing time on the new FOID and quick processing on the address change. Also, and most important, good luck in your pending nuptials.

I just submitted two different FOID applications and put the Unit # in both ways: (A) one within Address Line 1, and the other (B) as part of the separate Apt input cell that the ISP website offers. The former results in the usual USPS format when processed, and the latter processes as Random St. #00. Both got approved. I don't think it matters- but if I had to lean one way or the other, I would recommend (A), putting the Apt/Unit # on the same line as Address Line 1. This is because during the CCL application, the system does a check against the Illinois SOS address you have on file, and it tends to match better when it follows the USPS format that your Drivers License or ID will be using. When I first tried my CCL application using (B) above, the ISP website said my address did not match the one they had on file for me (i.e. the USPS-formatted one). But switching my profile to use option (A) allowed it to match immediately within the system and avoided any headache with the rest of my CCL application. It will also help avoid future issues with not matching with your DL/ID (e.g., ordering ammo online). To clarify: Option (A) - My recommendation - "Random St. Unit 00, City, IL" by manually entering the unit as part of Address Line 1 Option (B) - Not recommended - "Random St. #00, City, IL" using the ISP Website's separate cell input for Unit

  17. I had the same issue, as I had an old FOID card and was required to call into the ISP Call Center to verify my information before my online account was active. I had to call several times - and most times I received a "Verizon Wireless unable to complete this call" message before connecting. There were a few instances where I got through and spent 2+ hours waiting on hold before dropping myself. Finally, after a few calls and about 6 collective hours of being on hold, I was connected to an Agent on a Wednesday morning around 9:00-9:30am CST. Essentially, it was a "first call of the morning" type situation, and they activated my account within a minute.
  18. I recently applied for my CCL on 8/31. I got letter in the mail recently, dated 9/8, that my Fingerprint Transaction Control Number (TCN) was "Invalid" with no other reasoning. This also resulting in my application being bumped into the standard no-prints queue. My Live Scan vendor has told me that the TCN I submitted was correct, that this happens from time to time, and that they re-submitted the TCN on their end to be safe. I've read posts from a few years ago suggesting contacting the ISP Bureau of Identifications (BOI). Naturally, their call center is offline due to COVID, and per usual I am having a difficult time getting through to the regular ISP FSB call center. I have alternatively emailed both, hoping that (eventually) I will get a response. Does anyone have any recent experience with this situation and any advice on what other steps I can take to ensure my application is not significantly delayed? Or any further insight as to why this might happen? Cheers.

  22. Bottom line is you should be able to start your FOID renewal in early November, 2021. Under current law, the Illinois State Police are supposed to send out a renewal notification for your FOID 60 days before the expiration of your FOID (that would be the beginning of November for you). Instead of waiting for the letter, I would suggest that you go online on the ISP website and review your account. If the renewal button is available, you can click on the button and start the renewal process. The renewal button should be available in the beginning of November. You might want to check earlier than November as there have been some instances where the renewal process has been opened up early. This should get you on your way to renewal. Now, on January 1st (2022) things are supposed to change. For one, the notification period for FOID renewal goes from 60 days to 180 days. So, theoretically, after 1/1/2022 the ISP should send out renewal notices 180 days before expiration. And although the law does not spell it out, the assumption would be that the renewal "button" would be active be active on an account 180 before expiration. As the change does not go into effect until 1/1/2022, I would not expect the new extended notification period to kick in until after 1/1/2022. Also, where there might be some variability on the process, on 1/1/2022 a new process is rolling out. This is what is supposed to go into effect (430 ILCS 65/7): (https://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=1657&ChapterID=39) (c) Beginning January 1, 2022, if the Firearm Owner's Identification Card of a licensee under the Firearm Concealed Carry Act expires during the term of the licensee's concealed carry license, the Firearm Owner's Identification Card and the license remain valid during the validity of the concealed carry license and the licensee does not have to renew his or her Firearm Owner's Identification Card, if the Firearm Owner's Identification Card has not been otherwise renewed as provided in this Act. Unless the Illinois State Police has reason to believe the licensee is no longer eligible for the card, the Illinois State Police may automatically renew the licensee's Firearm Owner's Identification Card. I am not sure how the ISP intends to roll this out or how they will roll out the new process. I am not a lawyer, but it appears that since your FOID expires on 1/1/2022, and your CCL is valid until August, 2024, that you would not need to renew your FOID and it would be valid until August, 2024. So to get back to your original question- You should be able to renew in early November, 2021. The new law looks to give some additional options going forward. Hope that this helps, and I apologize for the extended response, but "things are a changing".

  24. Just helped a lady apply on line to renew a 10 year old card. When she created for the first time a log in with password the software stopped, directing her to call in to be able to use her new log in info. What is with the state police?

As information is available, I will try o keep you informed.
