Feel free to share any retailers that have shipped or are willing to ship ammo to Chicago (zip code 606##). I’ll keep updating the list with the latest retailers mentioned. At the bottom of this post, I’ve also included a legal rebuttal to common replies from vendors who give reasons for not shipping to Chicago. If you have any problems, please bring this to my attention. This references the possession and transportation of ammunition by a holder of a valid FOID card. It states the State has exclusive authority over “handguns and ammunition for a handgun” and “the transportation of any firearm and ammunition by a FOID holder….” That is about carrying/transporting, not commercial shipment by a seller via common carrier to a consumer address. Referencing Chicago Municipal Code 8-20-100(b) In the past, Chicago Municipal Code 8-20-100(b) by way of Chicago Ordinance SO2013-6015 [https://chicityclerkelms.chicago.gov/Matter/?matterId=C86D1C2B-E00D-ED11-82E3-001DD80693B4] read “No ammunition may be sold or otherwise transferred within the city, except through a licensed weapons dealer, or as otherwise allowed by this code.” CURRENTLY, the Chicago Municipal Code 8-20-100 has been amended as of June 25, 2014, and NO LONGER CONTAINS this language [https://codelibrary.amlegal.com/codes/chicago/latest/chicago_il/0-0-0-2644532]. This removed the restriction to purchase ammunition within Municipal Code 8-20-100. [https://chicityclerkelms.chicago.gov/Matter/?matterId=410CA95A-E00D-ED11-82E3-001DD80698CB]. Below are references that SUPPORT out-of-state ammunition purchase and shipment to an Illinois resident, including a City of Chicago residential address. 430 ILCS 65/ Firearm Owners Identification Card Act - https://www.ilga.gov/Legislation/ILCS/Articles?ActID=1657&ChapterID=39 FOID Act: express authorization to buy ammo from out-of-state and have it shipped 430 ILCS 65 (FOID Act), Section 3(b-5) provides: Any resident may purchase ammunition from a person within or outside of Illinois” if shipment is by U.S. mail or an authorized private express carrier. The buyer must provide the seller a copy of a valid FOID or valid CCL, and an Illinois driver’s license or Illinois State ID, prior to shipment." Shipment address restriction: the ammo “may be shipped only to an address on either of those 2 documents.” That is the clearest statutory “green light” for an out-of-state vendor shipping ammunition to an Illinois resident (including a Chicago address) so long as the destination address matches the FOID/CCL or IL DL/ID. FOID Act: “transfer of firearm ammunition” framework The same section continues with: a statement that “provisions … regarding the transfer of firearm ammunition shall not apply” to specified exempt persons. This isn’t a separate “shipping authorization,” but it confirms the FOID Act is directly regulating ammunition transfer (which is what a shipment sale is), and it anchors the shipment rule above inside the broader transfer framework. FOID Act preemption clause (supports uniformity for handgun ammo / FOID holder transportation) If the vendor’s rationale is “Chicago has stricter rules,” 430 ILCS 65/13.1(b) states the State has exclusive authority over: “handguns and ammunition for a handgun,” and “transportation of any firearm and ammunition by a FOID holder,” and that inconsistent older local restrictions are invalid as applied to FOID holders. Again: this is not itself a shipping-permission clause, but it is a supporting statewide-uniformity provision that helps counter a “Chicago-specific” justification—especially where the product is handgun ammunition. All other Illinois residents must email us a copy of their FOID card in addition to their State ID. Ammunition must ship to an address on one of these ID’s. Even though they may technically ship to Chicago, they are known to receive payment for orders for ammo they claim to have in stock, only to NEVER ship the item. They'll email you with delay notices for months and months on end, Reddit is full of horror stories. I feel they should just be taken off the list. They're a bait trap.
