What are the legal requirements to sell bullets in Illinois? Is there a required waiting period or can I just do the transaction to anyone with a valid FOID card cash and carry? Do i have to phone in the transaction to the Illinois State Police?

Assuming by bullets you mean assembled ammo? Yep, what folks have said. If you actually meant just the bullets for us reloading types? NO different than selling coffee beans.
