I obtained the information below via Freedom of Information Act (FOIA) request to the Illinois State Police. To review last month's thread on this topic, please visit this link:

As of the end of the day on Aug 31, 2016, there were 197,860 active FCCLs (197,831 resident + 29 nonresident) and 2,052,443 active FOID cards.

 

The first table below captures the current cumulative totals, as of end of day Aug 31, 2016, for Illinois Concealed Carry Licenses (CCLs) issued to nonresidents and residents since the program began. Note that these totals represent the total number ISSUED, and are not adjusted for those that have since been revoked or cancelled. This table also includes totals for CCLs that have been denied, revoked, or currently awaiting action from the Concealed Carry Licensing Review Board (CCLRB). The paragraph below the table shows the number of CCLs and FOID cards currently active, accounting for those that have since been inactivated.

 

The second table provides a trend analysis based on prior FOIA requests (note that earlier data is missing since I didn't request it at that time). The recent data also follow an end-of-month cycle to maintain consistency.

 

One anomaly, which will be fixed if ISP provides a correction: the reported total number of applications submitted since CCLs were first available did not change this month, suggesting there were no new applications submitted. Clearly that cannot be accurate.

 

Some additional observations:

 

* The backlog of CCLs pending CCLRB review continues to climb, and has now reached 2,411 (up from 2,293 reported end of June).

 

* (Revised) 5,415 CCL applications were submitted in August (average 175/day).

 

* The total number of active FCCL licensees rose by 7,250 in August. # nonresident licensees remain unchanged.

 

* The number of active FOID holders rose by 12,212 in Aug.

One trend buried in the data is worth commenting on. At the beginning of 2015, about 5% of FOID holders had CCLs. By the end of last year, about 7.4% of FOID holders had CCLs. Now the total is approaching 10% and may well exceed 10% by the end of the year. These percentages keep growing even as the number of FOID holders also continues to increase.

Yes, high cost, inconvenience (16 training hours), and proximity (no bordering state residents may apply) are all undoubtedly factors keeping the nonresident numbers low.

 

Another observation/prediction: We should be crossing over the 200,000 FCCL threshold right about... NOW!

ISP sent a revised chart correcting the reported total (cumulative) number of applications. I just edited the first post to incorporate this change.

Also, in case you missed this week's ISRA Thursday Bulletin, ISRA reports we did just in fact cross the 200,000 threshold and now have 201,617 active CCLs.

I've been collecting totals only, but Hap has been gathering data by county. His latest update (July) is posted here:

I've been doing these 2x/year, so the next one will be at YE2016. I've felt that these plus kwc's more frequent statewide #s have given a pretty good picture of what's going on, but if there's some benefit to gathering more data or upping the frequency that's certainly possible, subject to ISP's ability to satisfy the requests.

With approximately 13 million people in IL, 200K represents about 1.5%. This probably means that in any group of people, up to about 120, if you are carrying you are likely the only one in the crowd doing so. My guess is that thugs intent on doing harm do not overly worry that their victim just might be legally armed.

Wow, I go away for six months and the rate for concealed carry licenses issued explodes to almost double what they were the last time I checked in! I'm amazed, and I'm thrilled as H ell to have the previous estimates on this be completely turned on their heads! Almost 7,800 new licenses average per month! I'm going to have to check with my research sources to see what they think of this unforeseen increase in licensing rates, since they had it pegged at about 4K per month, and tapering down to result in only 180,000 to 185,000 by the end of this year. That number got passed by halfway through the year!

Thanks. It's been a long half year. Interesting but quite intense. On the plus side, I moved out of the burgeoning Hellhole that is Lakeview, but still can't entirely escape the crime tourists in my new hood. Some clown thug mistook me and my PTSD therapy dog for being blind and tried to steal my dog off of its leash. Needless to say, he was surprised to find out that I could both see and was armed. Very close call . . . for him.

This is such a heartening trend, one that pretty much every prediction of the people studying this in this state DID NOT anticipate. It pleases me greatly!
