FWIW: A Parliamentarian has been appointed by the Speaker in every Congress since 1927. In the 95th Congress the House formally established an Office of the Parliamentarian to be managed by a nonpartisan Parliamentarian appointed by the Speaker (2 U.S.C. 287). The compilation and distribution of the precedents of the House are authorized by law (2 U.S.C. 28 et seq.). The current Parliamentarian is Jason Smith. He succeeds Thomas J. Wickham Jr. (2012-2020), John V. Sullivan (2004-2012), Charles W. Johnson III (1994–2004), William Holmes Brown (1974–1994), and Lewis Deschler (1928–1974). Constitutional Authority The parliamentary law of the House of Representatives emanates from the Constitution, specifically article I, section 5. These rules include not only the standing rules adopted from Congress to Congress but also Jefferson's Manual. They also include rules enacted as law and special rules adopted from time to time. On this foundation rests a body of precedent established by decisions of presiding officers on actual parliamentary questions or by long custom and tradition. Nonpartisan The Parliamentarian is appointed by the Speaker without regard to political affiliation. The Office of the Parliamentarian, and its subsidiary Office of Compilation of Precedents, comprise lawyers and clerks who provide nonpartisan assistance on legislative and parliamentary procedure to the Speaker, presiding officers, and the House. The Principle of Stare Decisis The overarching role of the Office of the Parliamentarian is to strive for consistency in parliamentary analysis by attempting to apply pertinent precedent to each procedural question. In resolving questions of order, the Speaker and other presiding officers of the House adhere to the jurisprudential principle of stare decisis—a commitment to stand by earlier decisions. This fidelity to precedent promotes analytic consistency and procedural transparency, and thereby fosters legitimacy in parliamentary practice. The Parliamentarian achieves consistency by fidelity to precedent, and achieves transparency through publication of the precedents. The commitment of the House to stand by its procedural decisions requires rigor concerning what constitutes precedent. In the parliamentary context, the term does not refer to a mere instance in which something occurred or was suffered; rather, it refers to a decision or order actually disposing of a question of order.

Get a lawyer and get some help with your drinking problem, and yes, you have one if you are sending emails/letters that rise to the level of having the police come and getting put into a pysch ward. -

I can understand the 'substantially similar' for granting reciprocal carry rights. But what I can't understand is why Illinois would not want to grant a non-resident card to someone who has the training from an Illinois instructor and is paying for the card? Seems like a missed revenue opportunity for Illinois.

YES GO IN PERSON! I started my renewal via the mail for Florida. FREAKING DISASTER! Sent everything in in October when I got the renewal notice. My FL-CCL expires 5 Dec. On the weekend of Thanksgiving, I received a letter that no payment was received and I needed to remit that. Problem was I had paid and they had indeed cashed the check. Sent a response with that and all the evidence of the payment and heard nothing. In Mid-January I reached out to them asking for a status update and they said they had everything and it should be a couple of weeks. At the end of February still nothing, tried calling but that is a frustrating thing (Chat works best) but at least it said in the automated status that I was approved. So I waited, three week later and still nothing. Contacted them again and this time they said there was a problem but it was on their end and someone would contact me. No one did but a week later in mid-March I finally got my renewal card. -

Is it possible to change a resident Ill CCL to a non-resident one when you leave the state? And BTW I renewed my Florida, mainly because I need it for LA where the Il one is not accepted and the Permitless carry option is for residents of the state and the courts have not yet said it applies to non-residents and I do not want to be the test case litigant. -

11 Mar 2022 My CCL/FOID was once again in the mail Anyone know why they sent a 2nd one less than a month after the previous one? Both are printed correctly and there was no explanation why the new one was sent. -

The Indicator says CCL the red wording at the bottom says "CAUTION: This card does not permit the bearer to UNLAWFULLY carry or use firearms" -

9 November 2021 I submitted my CCL renewal 6 January 2022 the status was changed to Under Review with this detail: We have completed our initial review of your submission and have determined that all necessary items are present. Your application has been moved to the background review queue. 26 January 2022 the status is still Under Review but with the following detail: Your submission successfully completed the background review and has been sent to await printing. 31 Jan 2022 status was upgraded to Printed 17 Feb 2022 Arrive in the mail: It is one of the new combined FOIDs with CCL Indicator. Also FYI there is not expiration date printed on the card, there are expirations dates on the ISPFB website. -

You sure about that? You started the renewal 9 months after it expired? or did you mean it expires on 1 Feb 2020? FWIW my FOID expires 1 Feb 2020. I started the renewal on 4 Nov 2019, got a form letter that they are renewed within 60 days. It is now the 4th of January and my status still shows "Under Review." Regardless, Under the authority of 430 ILCS 65/5 ( , If a renewal application has been submitted prior to the expiration date of the applicant's Firearm Owner's Identification Card, the Firearm Owner's Identification Card shall remain valid while the Department processes the application, unless the person is subject to or becomes subject to revocation under this Act. So you are good to go as am I. 60 business days for me will be the 1st of Feb,. Still showing Under Review. -

I am at 7.5 weeks for my fourth renewal. It is my understanding that the argument for the FOID program was that it allows for the ISP to be able to constantly monitor police records to ensure that those who should no longer have access to guns be quickly identified and then notified that they must turn over their weapons. It sounds like a good idea. If this was the case a renewal should be very quick and automatic, much like a drivers license. The database would be constantly updated and if there are no reasons to stop re-issue it is sent out. But in practice it does not seem to be the case at all. It does raise a question then if the entire FOID program is worth it? If there is significant data that shows that Illinois is having a much better than average experience with keeping people who should not have guns from having them, that the program works. But we all know that the data does not show that at all. The FOID program is a total bust. It should be eliminated.

You CCL number is now also the same as your FOID number, so a new FIOD, but with the old expiration date has been issued. If you look at ISPF website you will see both numbers are now the same. -

I owe the group a follow up on this and it is pretty funny actually! The picture on the FOID is the correct picture and not of another person at all. It is just an old picture from the FOID holders license and she simply did not recognize herself! We ha a fun laugh about the whole thing when she showed me her FOID and I exclaimed 'but that is you about 8 years ago!'

Since the EOY of 2016. The running average from Active to In Hand is just under 5 days. Here is to seeing mine when I get home from Croatia on Friday!
