I suspect some of the programing nightmare is having the instructor's page recognize a certificate is not required.

90 days so those who don't pay the bribe for expedited service are going to have a lapsed permison slip - yes I know its still valid but that's the most retarded way to run renewals I can imagine

I hadn't visited the site for a few days but still no renewal button. When I go to sign in and before I can enter my credentials there is a new SYSTEM ALERT which states:

 

DO NOT ATTEMPT WITH A SMART PHONE OR TABLET. Errors from mobile interface can result in application denial.

Only attempt renewal within 90 days of your expiration date. Finally, please ensure your address on file with the Secretary of State

is up-to-date because applications and SOS addresses MUST match.

 

So maybe they are getting closer.
