I was linking the FL application request page to some students and I stumbled upon submitting electronic finger prints. I wonder if non-residents would be able to do this?

 

Electronic Fingerprint Submissions for the

Florida Concealed Weapon or Firearm License

 

The following questions and answers will help guide you through the process of submitting your fingerprints electronically in applying for the Florida Concealed Weapon or Firearm License. Q. Where can I get my fingerprints digitally scanned?

 

A: Florida law requires applicants for the concealed weapon license to have their fingerprints taken at a LAW ENFORCEMENT AGENCY. Electronic fingerprint devices are available at almost all of the 67 county sheriffs' offices throughout the state. Most county sheriffs have one unit; the sheriffs in some larger counties have more than one such device. You can find out if your local sheriff has an electronic fingerprint scanning device by viewing this List of Sheriff's Offices. This list includes telephone numbers for each sheriff's office so that you can find out precise locations and times when the fingerprint service is available.

 

We strongly recommend that you telephone your sheriff's office in advance to confirm that that particular office provides electronic fingerprint scanning services and to reserve an appointment time if one is necessary.

 

IMPORTANT TIP: When your fingerprints are scanned, the fingerprint technician who takes your prints will give you a RECEIPT and/or a PHOTOCOPY of the fingerprint scan.

 

Please keep these documents. They contain your Transaction Control Number, which is needed if you pay for the fingerprinting service on line, rather than at the sheriff's office. Also, copies of the documents should be submitted with your application.

Q. What is the cost of the electronic fingerprint submission?

 

A: The cost of submitting your fingerprints electronically via digital image is approximately $35.00. Keep in mind that some sheriff's offices may charge an additional nominal fee for providing the fingerprinting service. Usually, this is no more than a few dollars.

 

(If you submit your fingerprints using the traditional “hard-card†fingerprint method, the cost for the fingerprint submission is $42.)

Q. How do I submit payment for my electronic fingerprint submission?

 

A: The answer to this question depends upon where you have your fingerprints taken. A few sheriffs’ offices can accept payment by check or money order at the time and at the place where your fingerprints are scanned.

 

However, other sheriff's offices cannot accept such payments. If you have your prints scanned at a sheriff's office that cannot accept payment, you will have to submit payment online using a secure web site created by the Florida Department of Law Enforcement. Here is the link for the Civil Applicant Payment System, or CAPS.

 

ADDITIONAL INFORMATION IF PAYING ONLINE

 

It is important to remember that you will need to go online to submit payment for your fingerprint submission WITHIN 30 DAYS OF HAVING YOUR FINGERPRINTS SCANNED or your electronic response will be deleted by FDLE from the CWCS database.

 

You will need a CREDIT CARD in order to submit payment online using the Civil Applicant Payment System.

 

The RECEIPT that the fingerprint technician gave you will include a Transaction Control Number (TCN) and your name. (The TCN will begin with 70SX, 70LX, 70SO, or 70C and be followed by a number that will consist of as many as 18 digits.)

 

You must enter the TCN and your name in the appropriate spaces provided on the web site EXACTLY AS THEY APPEAR ON THIS RECEIPT.

 

Upon completion of payment submission, be sure to print a receipt indicating that you have completed your online payment.

Q. What do I submit to the Division of Licensing after I have submitted payment?

 

A: When you send your application to the Division of Licensing, be sure that you include copies of all RECEIPTS and the PHOTOCOPY of the electronic fingerprint submission given to you by the fingerprint technician. Please be sure that you include all of the following items:

 

a completed application;

a passport-style color photograph;

copies of training documentation;

a check or money order in the amount of $75 for the licensing fee made payable to the Florida Department of Agriculture and Consumer Services.

ADDITIONAL INFORMATION WHEN SUBMITTING YOUR APPLICATION

 

Remember that you need only submit payment for the LICENSING FEE. You do not have to submit any additional payment for the electronic fingerprint scan.

 

You should submit your application to the Division of Licensing WITHIN 90 DAYS of your fingerprint-scan to avoid inconvenience and additional expense. Be sure to include the following items with your application: photocopies of your fingerprint scan and all receipts (including the CWCS receipt), a photograph, training documentation and a check or money order for the license fee.

 

Here is how the 90-day time limit can spare you additional expense and inconvenience. The Federal Bureau of Investigation will allow TWO FINGERPRINT SUBMISSIONS for the fee remitted if both submissions occur within 180 days. If a problem occurs with your first fingerprint submission AND we do not receive your application until after 90 days has passed, we may not have adequate time in which to analyze the problem and notify you so that you can submit a second set of fingerprints within the 180-day time frame. In this circumstance, we would have no alternative but to require you to have your fingerprints scanned again, and this would require the payment of an additional fingerprint fee

From what I understand the finger printing must be done electronically in FL.

I was just wondering because my sheriff's department has had electronic fingerprinting for years.

 

That is just what I heard through other people, it would be interesting to get an official answer from Mr. Bronson's office.

 

If you can get someone on the phone, I'm guessing they are busier and busier the closer to November we get.

This question came up several weeks ago with a student of ours. Out of state applicants must still send in the fingerprint card - unless they apply for the license while in Florida and electronic prints can be done at that time.

 

No. 5 on Page 5 of application instructions.

Just received my FL License in the mail today!

 

I submitted my Fingerprints via card (that I received in the FL Application Packet), which I had taken at a local PD. Mine's good like the rest for 7 years.

That's great! Guess they extended the time again. My first one was only good for 3 yrs. The renewal (the one I have now) is good for 5 yrs. I still have a couple of years left on it. Maybe they'll extend it even more by the time mine's due.

Most of the time that happends they print taker used way too muck ink. It does not take much at all.

 

Total time ~ 70 days.

I'm a competitive shooter who competes in various events year round. Has anyone here satisfied the "Acceptable Training Documentation" portion of the licensing process by presenting evidence of "organized competitive shooting"? If you have, what was accepted as evidence?

First, Welcome to the forum. Second, nope, not done that with the FL license, but I be someone here has and will get back to you. You might also just call the FL people. I'll be they can tell you!

Here is what is acceptable.

 

 

 

1. Completion of any hunter education or hunter safety course approved by the Fish and Wildlife Conservation Commission or a similar agency of another state;

 

 

 

2. Completion of any National Rifle Association firearms safety or training course;

 

 

 

3. Completion of any firearms safety or training course or class available to the general public offered by a law enforcement, junior college, college, or private or public institution or organization or firearms training school, utilizing instructors certified by the National Rifle Association, Criminal Justice Standards and Training Commission, or the Department of Agriculture and Consumer Services;

 

 

 

4. Completion of any law enforcement firearms safety or training course or class offered for security guards, investigators, special deputies, or any division or subdivision of law enforcement or security enforcement;

 

 

 

5. Presents evidence of equivalent experience with a firearm through participation in organized shooting competition or military service; DD214 or Active Duty Military Card.

 

 

 

6. Is licensed or has been licensed to carry a firearm in this state or a county or municipality of this state, unless such license has been revoked for cause; or

 

 

 

7. Completion of any firearms training or safety course or class conducted by a state-certified or National Rifle Association certified firearms instructor;

 

 

 

A photocopy of a certificate of completion of any of the courses or classes; or an affidavit from the instructor, school, club, organization, or group that conducted or taught said course or class attesting to the completion of the course or class by the applicant; or a copy of any document which shows completion of the course or class or evidences participation in firearms competition shall constitute evidence of qualification under this paragraph; any person who conducts a course pursuant to subparagraph 2., subparagraph 3., or subparagraph 7., or who, as an instructor, attests to the completion of such courses, must maintain records certifying that he or she observed the student safely handle and discharge the firearm.

Wonder when they'll have a lifetime permit available, as does IN?

 

I believe I heard that the IN lifetime permit is no more after 2008.

 

From what I understood was they wanted the money each year.

Anyone who says that Florida just hands out CCW licenses is dead wrong. My experience has proven to me that the Florida Dept. of Agriculture & Consumer Services, Division of Licensing is not only very thorough in their background checks, but also very courteous, professional and helpful. After about 8 months, I've finally received my Florida license. I mailed my application along with all the required paperwork back in early March and they cashed my check in mid March.

 

The delay was because of an obscure arrest that occured in Cook County over 20 years ago that appeared on my FBI Rap Sheet. I've had numerous background checks over the years for various positions and this arrest never showed up. I couldn't even remember what it was about, I was only 20 years old at the time. The FBI Rap Sheet didn't have any detailed information, other than I was arrested in 1988. Florida requested a certified copy of the court documents that indicated the final outcome of the charge, whether it was a misdemeanor or felony, whether it was domestic violence related, etc.

 

So, I had to start researching this arrest with the Cook County Clerk's office in Maywood and try to get the documents they required. What a nightmare that was. It's hard enough to get someone on the phone at the clerk's office, let alone start asking about a court case from 20 years ago. Eventually, they supplied me with the records they had and I sent them to Florida. Unfortunately, it wasn't exactly what they requested and it wasn't good enough. I had repeated conversations with Florida telling them that is all there is, there's nothing else I can provide. Finally, the person I've been dealing with suggested it might be best if I go before a judge and get this record expunged.

 

It was a little bit of work, but in the end I did get the record expunged. I supplied Florida with an order of expungement signed by a Cook County judge and they ended up approving the license.

 

I drive to Florida several times a year to visit my mother. Now, from the time I leave IL until the time I return, I'll have the lawful right to have ready access to the tool I need to protect myself and my family if I ever need to.

Sounds like you went through a lot to git it done. You are to be commended for you patience.
Yesterday I completed my training at Midwest Gun shop in Lyons IL. They put on a CCW class once a month on the first Sunday of the month. The cost was $125 which I though was reasonable considering the instructor has been teaching the police and military for 20 years. That was following 30 years of service as a cop. You add in 100 rounds of .45 ACP and
I felt like It was worth it. I have been in the shooting sports for 20 years including Action pistol and PPC and I came away
I much safer and educated shooter.

Today I was fingerprinted and sent In my FLORIDA application. After I read you story I guess I will just have to be patient.

I guess I can afford to be patient due to the fact that I received my PA and NH permits earlier this year.

It's better to be silent and thought a fool, than to open you mouth and remove all doubt.
