The IL 96th General Assembly is set to reconvene tomorrow Jan. 12, 2010 at noon. Hundreds of new bills have been filed during the recess, new bills will be filed daily in the weeks ahead. It is important that we keep an eye out for bills that are both good and bad for our cause.

 

We need volunteers for this important job.

 

It isn't difficult to do. We divvy the bills up in batches of 200 then monitor the bills as they are filed on the Gen. Assembly website .

 

Once on ILGA homepage, look under Legislations & Laws (top left) click on Bills and Resolutions which will show House and Senate bills in batches of 100. Click on your assigned segments and you will see a list of 100 bills at a time along with the area of law it will affect. Right click the ones needing a closer look and open it in a new tab.

 

Ignore appropriation (funding) bills - watch for bills and shell bills (odd looking bills that amend a simple word like "the" and replace it with "the") specifically filed under the following codes and report to 45superman. He will compile them and post in our "Watch" thread.

 

720 - criminal code

520 - wildlife code

525 - conservation code

430 - public safety code

3901 - 4100 - Federal Farmer

4101 - 4300 - Thirdpower

4301 - 4500 - Lockman

4501 - 4700 - Sigma

This assignment is just for going to the ILGA website reporting back on bills we need to keep an eye on.

Some of these bills have already been filed while the GA was on recess.

Molly I know you are busy but assign everyone a batch. If they cannot handle it we will pass it to the next person. We have plenty of people here that are willing to work. Heck we can split each batch in half.

LOL! I'll take that to mean you're up for the challenge!

 

Some folks don't have the computer time to commit.

We'll see what kind of response we get in the next day or so and then see.

I can look at House 4701-4900 tonight; and probably be ready for another batch soon after.

 

Can you trust the synopsis, or does the wording of unrelated bills have to be gone through?

IE if it's a bill about House pensions, can there be random firearm stuff (or whatever) stuff in the text not mentioned in the summary?

No, my understanding is that in IL bills are single issue only.

Ok thanks. Just went through the summaries of HB 4701+ and there wasn't anything firearm related.

The closest thing to being relevant is HB4721, which lets vets hunt & fish without a license.

 

Are we just looking for firearm stuff, or should we post anything that sets off red flags?

HB4734 says state workers can't wear political endorsements while registering voters--ACORN won't like that.

We generally just look for firearm stuff. That may be laws regulating firearms, laws increasing penalties for firearm related offenses, anything that might affect anyone's 2A rights in any way. If in doubt, send it to 45Super and he'll sort it out.

 

The political stuff, like the political endorsements thing, might be interesting to you, but doesn't fall under the goals of this board. If you want to post something in the BackRoom about it to see what kind of comments you get, it's up to you.

 

The hunting and fishing thing will probably get reported by the ISRA on thier list, but unless it specifically involves your use of firearms while hunting, fishing, trapping or any other outdoor sport, we usually don't track it.

Ok thanks. The voter thing wasn't an example I was asking about, just found it funny.

I was mainly curious about stuff that seems indirectly relevant, like the hunting/fishing proposal.

 

Just went through Senate 2401-2600.

Bump!

 

HB4301-4400 has no criminal code or FOID act legislation. Half are shell bills under FOIA (not FOID) or ethics and the rest are appropriations.

 

Can any of these bills be changed from the subject they currently occupy?

IIRC, they usually stay kinda' on track to the original subject, but sometimes get a complete new meaning. SB1007, in the 95th Gen Assem. was originally a sex offender bill and morphed into a magazine ban. Both in the "criminal" genre' sorta' but not very close. You can kinda' watch who the sponsor is, but even then, the original sponsor may give up his bill to someone else to amend completely.

 

Strange things happen in our legislature sometimes. Once in a while we like it, most of the time we don't.

OK--quick question. How do we classify HB 5166? From my (admittedly cursory) scan, it seems like it might be a (very slight) improvement. Call it neutral, maybe?

45, The way I read it it seems to tilt in our favor.

Admitedly the final wording could tilt it the other way but IIRC rep Eddy seems to be on our side.

 

HB5172 is anti all the way. We need to keep a close eye on this one. It does not {yet} criminalize "enclosed in a case" but rather that a center console or glove box is not considered a case. depending on the definition and/or amendments this could turn ugly very quickly.

Yeah--I have no question about 5172--I've already put it in the "Bad House Bills" category. With 5166, I guess it's a question of "neutral," or "good"?
