Since I have been trying for over a week unsuccessfully to talk to an actual person from the state government, I though to ask here in hopes of some clarification of my situation.

 

I applied and received approval of a renewal of my CCL starting in May of 2024, subsequently I waited for my new card. 
After the approval of the renewal, when it did not arrive in the mail after 3 weeks, I was told to just give it time and that since my application had been approved I could legally continue to carry. I went on with my life and actually forgot about the card. Then this past week I was transferring my ID and CCL to a new wallet I noticed that, oh your CCL card is still the old one because I never received a new one in the mail. Assuming that either it was never sent or it was lost in the mail, I tried to find out what I needed to do, as I could not contact an actual person to talk to about it, I filed a lost card application, (since it was evidently lost in mail or never sent), and just went ahead and paid the 75 dollars for it - to replace the card I never received.
 
I have been trying unsuccessfully to contact someone to find out what my situation is regarding:
 
  1. How long is the process for a replacement card - in my renewal I did not submit prints - so is it 120 business days or essentially 4 months before possible approval for a replacement card?
  2. Does this mean that it is illegal for me to concealed carry until I receive a new card?
  3. Do I have to also apply for a new Foid card even though I still have a valid Foid, since they are now combined?

Regarding my CCL the website says and automated email says my application is in the process and has been accepted for processing. It says under review, to quote:

Upon receipt of a qualified application, the Illinois State Police (ISP) will issue or deny the applicant within the timeframes set forth in statute and administrative rules.  See our Frequently Asked Questions at https://www.ispfsb.com/ for more details.  During the review process, ISP will send notifications on key status changes to the supplied email address and send correspondence in the U.S. mail to the applicant’s mailing address.  If the application is approved, the ISP will prepare, print and send the FOID or CCL card to the applicant’s mailing address."

Unless you have the old-style (separate) cards, there are no replacement cards when you renew.

Since you have now reported your card lost (which means the card you already have), that card is dead, and you have to wait for a new card.

I have separate cards - so hopefully I don't have to also apply for a new Foid as I have or had a current one unless they cancelled it when the cancelled my so called lost CCL. 

 

So if I understand it correctly - the state either never sent me my CCL card renewal or the mail lost it - the only recourse I had then was to file a lost CCL card and pay 75 dollars on top of the 150 for the card I never received. For that I get the privilege of losing my right to carry for 120 business days which works out to 174 days total or until Oct 8th, if they approve. Then I get to wait another 2 or 3 weeks until they print and mail it. Sweet, I love this state.

So I have a separate Foid from before, if they were combined in my renewal I don't know cause I never got it. My old CCL and my separate Foid have the same number. So is my Foid no longer valid too?

 

I spent hours trying to reach an actual person in the state government to answer any of these questions and got nowhere. Automated phone systems that answer nothing, automated email responses that answer nothing. Individuals who can't answer my questions because they are just operators or such and then they end up referring me right back to the same automated systems.

From reports here in January it looks like it was taking 60 to 70 days to receive the CCL after applying. 

As Euler indicated above you are essentially starting from scratch.

13. Enforcement
What if I am asked to provide proof by law enforcement but do not physically have my CCL or Combo (FOID/CCL) card?
Similar to the display of a digital insurance card, the Combo (FOID/CCL) eCard will allow applicants to show their most recent information during a traffic stop.

I found this on Maxon's website. I do not seem to be able to post links and I no longer live in Illinois so do not have a CCL so I cannot verify this.

"Illinois residents are now able to generate FOID eCard's through their personal accounts on the ispfsb.com website. After you login into your account you can click on the "My eCard" section in the left menu." 

 

I do not know if merchants will accept the ecard. 

Remember, also, that you will receive only a single card which will serve as both FOID and CCL in the mail.
