cola490 Posted February 3, 2014 at 06:24 PM Share Posted February 3, 2014 at 06:24 PM Applied 1/04/2014 with Livescan prints, "UNDER REVIEW" since then. BTW They took a picture when I was printed.
brianj - now in Kansas Posted February 3, 2014 at 06:30 PM Share Posted February 3, 2014 at 06:30 PM Applied 5 Jan, with fingerprints (and picture). My fingerprint picture has never shown as an attachment, but the fingerprint TCN is still filled in, and still UNDER REVIEW. Bri
Redlin Posted February 3, 2014 at 06:31 PM Share Posted February 3, 2014 at 06:31 PM Wonder why they can't just treat it as a no fingerprint app. instead of rejecting it? At least you know now. You can tell your livescan vendor you want a refund

brianj - now in Kansas Posted February 3, 2014 at 07:39 PM Share Posted February 3, 2014 at 07:39 PM The reason I replied the way that I did was that I'd had prints done on 2 January, in an effort to get in on the second beta. My prints were never recognized: it let me fill in the TCN, but never accepted the prints until the 5th, when it opened for everyone. I'm ASSUMING at this point that the prints are there, based on the fact that the TCN is filled in and the fact that I'm still under review, but, to be honest, I'm not sure on my app whether either, both, or neither my prints or my picture are there. Did the ISP deny or reject your application (filed after 1/1/14) for submitting livescan fingerprints without an attached photo? Are you saying that this happened to someone and you're looking for others it happened to? Or are you just looking to see if this happened to any one? If yes, why? Buckfarrack Posted February 4, 2014 at 12:06 AM Author Share Posted February 4, 2014 at 12:06 AM @pdpsc. No,I do not know of this happening to anyone. That IS why i am asking, because i DO know hundreds of people got LSFP taken withOUT the photo attached to the prints.I figured there might be someone here that submitted w/o the photo, but i haven't heard of anyone yet being denied. 10-4 Sarge! cola490 Posted February 4, 2014 at 12:11 AM Share Posted February 4, 2014 at 12:11 AM I submitted my app on 1/4 with prints. It never showed my prints or photo as an attachment. I have been under review.
Hoffsoft Posted February 4, 2014 at 12:33 AM Share Posted February 4, 2014 at 12:33 AM Actually, pdpsc is in a pretty good position to answer your question. Lots of print vendors did prints before the system was ready, and didn't attach photos to the prints when they were submitted to ISP. What happens to those? I have no idea. Probably treated as an app that has no prints at all and put on a 120 day timer, since the prints were not submitted properly.

Elderberry Posted February 4, 2014 at 03:32 AM Share Posted February 4, 2014 at 03:32 AM processing it as a 120 day application would certainly seem like the logical approach -- which is why it probably wouldn't happen that way...
Buckfarrack Posted February 4, 2014 at 03:52 AM Author Share Posted February 4, 2014 at 03:52 AM There were at least 3 threads here back in October and November that insisted anyone applying for a ILCCL and submitting finger prints without a type 10 photo will be Denied. I'm trying to find all the guys that i witnessed getting prints taken w/o photos and asking them to post here admitting they were denied. Anyone????? Where is everybody at???? Anyone???? Buckfarrack Posted February 4, 2014 at 01:52 PM Author Share Posted February 4, 2014 at 01:52 PM No type 10 photo attached to your FP's and you were Denied??? Where are all you people? ???????????????
AuroraBob Posted February 4, 2014 at 02:00 PM Share Posted February 4, 2014 at 02:00 PM Buck, you gotta find your happy place, dude. The ISP hasn't been a model of decisiveness or communication. They could be on a 120 day clock, they could get denied on day 120, ISP may not have decided yet. I'd bet on the last option as most likely. It doesn't matter what we think, ISP legal is driving the bus.

IIRC, the general consensus was not that those applicant would be denied; but that the prints would not be accepted and your app would be processed sans Livescan, allowing 120 days. Pretty much the same conclusion people are coming to now...
Buckfarrack Posted February 4, 2014 at 02:37 PM Author Share Posted February 4, 2014 at 02:37 PM No,i found my happy place and told you i would be back here and eat crow when all the know it alls kept telling me the vendor i was talking to was stealing everybody's money. No, don't start telling me what was said. This vendor was talking to the ISP daily and I was told here i would be Denied, plain and simple! Yes i agree it could come down to the 120 day mark. All i am doing is asking if anyone that submitted w/o a type 10 photo has been denied. If this is not you, then stop typing and start learning instead of keep preaching you are right. FP's over 30 days old???No attached photo??? Anyone???????

stl2020 Posted February 4, 2014 at 02:42 PM Share Posted February 4, 2014 at 02:42 PM I'm a non-instructor who began my application on 12/19 and performed final submission on 1/5 with finger prints. My LS prints were taken without digital photo and I'm currently "Under Review." If the lack of digital photo attachment puts me into the 120 day wait que then I'm seeking a refund from my LS vendor on day 91 as the JCAR ruling was published on 10/3/13 and vendors should have known about the new requirement. But consider the fact that the JCAR ruling on the attachment of digital photo to LS submission was effective 1/1/14. If your LS vendor managed to transmit his accumulated scans prior to 1/1/14 then those scans are valid wo/ the attached digital photo. Add in the fact that the ISP instituted an anti-flood policy to slow the transmissions and the ISP may have even granted a secret grace period and will consider LS transmissions past 1/1/14 wo/ digital photos valid. This may be why no one has received a denial for lack of digital photo attached to finger prints.

I am waiting to eat some crow........LOL Wow dude, anger issues much? I don't think you will have a definitive answer to this for awhile yet as the ISP is still testing the basic functions of the system. We may not know until someone who submitted prints goes past 90 days, asks the ISP why and gets a straight answer.
