Yesterday in committee, HB5977 Crim Cd UUW Tactical Paramedic was approved for consideration of the full body and SB3365 Crim Cd Armed Offender was postponed but rescheduled for hearing 4/1/2014.

HB5922 Crim Law Tech is a bill we've had under review since Amendment 1 was filed. We are currently neutral based upon inclusion of wording speaking to the intent of the behavior addressed. We continue to watch this very closely, along with other groups who share our common goals. It was approved in Judiciary yesterday.


Both House and Senate are scheduled for 12:00 Noon.

HB4226 Wildlife Bobcat Hunting

Synopsis As Introduced

Amends the Wildlife Code. Removes the prohibition on taking bobcats in the State. Provides that it shall be unlawful for any person to trap or to hunt bobcats with gun, dog, dog and gun, or bow and arrow, except during the open season which will be set annually by the Director of Natural Resources between 12:01 a.m., November 1 to 12:00 midnight, February 15, both inclusive. Provides that the season limit for bobcat shall not exceed one bobcat per person per season. Provides that the pelts of bobcats shall be tagged in accordance with federal regulations and the Department of Natural Resources may require harvest registration and set forth procedures, fees for registration, and the process of tagging pelts in administrative rules. Provides that bobcats may be taken during the open season by use of a small light which is worn on the body or hand-held by a person on foot and not in any vehicle.

Provides that the season limit for bobcat shall not exceed one bobcat per permit.





HB4290 Certified Firearms Instructor

Amends the Firearm Concealed Carry Act. Provides that a certified firearms instructor who knowingly provides or offers to provide a false certification that an applicant has completed firearms training as required under the Act is guilty of a Class A misdemeanor. Provides that a person guilty of this violation is not eligible for court supervision. Provides that the Department of State Police shall permanently revoke the firearms instructor certification of a person convicted of this violation. Amends the Unified Code of Corrections to make a conforming change. Effective immediately.





HB4377 Archery Equipment Transport

Amends the Wildlife Code. Provides that a bow and arrow device may be possessed or carried in a vehicle without being unstrung, enclosed in a case, or otherwise made inoperable.


House Floor Amendment 2

Removes the provision that to lawfully carry a gun a person may render it inoperable as an alternative to carrying the gun unloaded and enclosed in a case. Provides that uncased crossbows must be uncocked. Adds an immediate effective date to the bill.





HB4754 Crim Cd 3D Firearms Prohibits

Amends the Criminal Code of 2012. Creates the offense of unlawful use of a three-dimensional printer to create a firearm. Provides that a person commits the offense when he or she uses a three-dimensional printer to create a firearm, or any piece or part of a firearm, unless the person possesses a license to manufacture firearms under the federal Gun Control Act of 1968. Provides that a violation is a Class A misdemeanor.

House Committee Amendment No. 1

Exempts from a violation, a person actually engaged in the business of manufacturing and selling any piece or part of a firearm to a person who possesses a license to manufacture firearms under the federal Gun Control Act of 1968, but only with respect to the activities which are within the lawful scope of that business.





HB5406 Crim Cd Explosives

Amends the Criminal Code of 2012. Creates the offense of the manufacture, possession, use of fire bombs, explosive materials, devices, or hoax explosive devices. Makes it a Class 3 felony to knowingly possess materials with which a fire bomb, explosive material, or device can be made with the intent to manufacture a fire bomb, explosive material, or device, and to manufacture, transport, distribute, possess, or use a fire bomb, explosive material, or device. Makes it a Class 4 felony to construct, use, place, send, or cause to be sent any hoax explosive device so as to intentionally cause another person to believe that the device is a bomb or explosive. Provides exemptions. Effective immediately.

Replaces everything after the enacting clause. Amends the Criminal Code of 2012. Creates the offense of possession of explosive substances. Provides that a person commits the offense when he or she knowingly possesses triacetone triperoxide (TATP) or hexamethylene triperoxide diamine (HMTD). Provides that a violation is a Class 4 felony. Provides exemptions.

Provides that the vessel, vehicle, or aircraft may be seized and impounded by law enforcement agency (rather than delivered forthwith to the sheriff at the Courts of Seizure). Effective immediately.

Mauser I have an amendment for HB4779. I sent this to my Representative just now who is pro-gun to brighten up his day. I hope it does yours.

 

I have an amendment to HB4779.

 

1. Do Not Enter signs should be removed from wrong way Interstate ramps and signs should only be placed on ramps going the correct way.

2. No Smoking Signs should be removed from all establishments and only places you can smoke should have signage.

3. All One Way signs should be removed and only correct way signs posted.

4. No Parking signs should be removed and only places where you can park should have signage.

5. No passing signs should be removed and only places you can pass must be marked.

6. No skateboards signs must be removed and only places you can skateboard must be posted.

7. No running signs should be removed from swimming pools and replaced with walking signs.

8. Caution signs must be removed and only places you don't have use caution must have signage.

9. Watch your step signs must be removed and only places where you don't have to watch your step must be posted.

10. The Representative who sponsored HB4779 MUST be replaced by someone who isn't an idiot.

If the city of Chicago adopted your no parking sign idea, think of how much money would be saved as so many fewer signs would need to be posted.

I'd like to see them start locked up thugs for unlawful use of three-dimensional knives, pipes and various and assorted other three-dimensional deadly weapons before the ILGA wastes their time with unlawful use of a three-dimensional printer.

Or Crazy. I wish she had brought it up for the vote. She would have seen the votes against her for her arrogance.

Representative Reboletti states that, in discussion, they considered a Class 4 Felony as the appropriate penalty.

 

He calls the single penalty, a Class A, as an appropriate first step in a sentence structure.

 

He also mentions action might be included later to include applicants.
