And everyone was saying going off the cliff would have been a bad thing. :P

Sadly, it wouldn't be bad for southern Illinois, but our northern brothers/sisters in arms would not be given such gracious terms.

Not the same as the State's Attorney making a statement that they will noy prosecute...

so what happens if some deputy isn't on the reservation and hooks you up -

Well, you now have two counties with different carry and DTI standards right next to each other. For example..since when do I have to inform a police officer if I am just transporting a gun? I do now if I'm traveling through Clinton Co according to this letter. Imagine what this patchwork quilt will be once every county gov't has a say.....

I sent an email to our States Attorney here in Clinton County after I read about the Madison County story, they either acted on it really quickly or had it in the works already.

This just goes to show how different things are down here compared to the Chicago area and hopefully will make those upstate understand why some of us are somewhat disgruntle with the restrictions placed within HB183. Put yourselves in our shoes and you would understand how we feel when we have to make concessions to our rights solely because of the Chicago area.

Do I agree with homerule gun laws? No but I would rather have homerule than to have them pushing to make restrictions State wide. If I lived in an area with homerule and shooting/gun ownership was important to me I would find a way to get out of the area and or work my hardest to get new people in office "including giving money", But either way I wouldn't want to have others 250 miles away to have to deal with the same bull that I had to deal with.

I am not saying that people aren't trying to get out or get new people elected but I have seen a lot of mud slung at those who have voiced concerns about 183 and possible future statewide restrictions that may come into play because of it.

This is a statement from the Clinton county Sheriff. If you decide to carry in Clinton county and are arrested by local police or the ISP this does not protect you.

I also sent an email to the Clinton County SA last week and he hasn't responded. I will call him on Monday. The sheriff is great, but it only applies to sheriff deputies. Municipal LEO can still arrest if the SA will prosecute. We need to get something from the SA.

I also read the letter to be that you have to have an OOS permit. Those requirements are not OR, they are AND. Also, the last disclaimer at the end implies that the intent is to honor other jurisdictions.

then why does it say or a oos?? line 2 says a person must possess a valid foid card OR an out of state equivilent it straight says OR it doesnt say and. it says or an to be exact.

Number 2 just talks about a FOID or equivalent. In Illinois, that is just a out of state drivers license. I will try to contact Mike Kreke and get some clarification.

Here is the response I received from Mike Kreke (the sheriff):

"Doug

An Illinois foid card will only carry with it the privileges given under current illinois law. A person who carries in clinton county must have that privilege granted by another jurisdiction. What I am saying is if a person can legally carry in the jurisdiction that granted their concealed carry permit the clinton county sheriff's department will honor that permit or a proclamation as in madison county . I have not spoken to any other local law enforcement r the sa about this. At this time this is the procedure ccsd deputies will follow."

The way they are proceeding is that if you can carry in the jurisdiction you have a license for, you are good in Clinton County (AS FAR AS THE SHERIFF'S DEPARTMENT GOES). For example, if you have a Florida permit that allows you to carry in Florida, the Florida permit will work for Clinton County. However, if you are a Madison County resident, you can carry in Clinton County with just a FOID card because that is all that is required to carry in Madison County.
