CCL Totals - Nonresident and Resident - 1 June 2016

I obtained the information below via Freedom of Information Act (FOIA) request to the Illinois State Police. To review last month's thread on this topic, please visit this link.

 

As of the end of the day on May 31, 2016, there were 178,763 active FCCLs (178,736 resident + 27 nonresident) and 2,016,929 active FOID cards.

 

The first table below captures the current cumulative totals, as of end of day May 31, 2016, for Illinois Concealed Carry Licenses (CCLs) issued to nonresidents and residents since the program began. Note that these totals represent the total number ISSUED, and are not adjusted for those that have since been revoked or cancelled. This table also includes totals for CCLs that have been denied, revoked, or currently awaiting action from the Concealed Carry Licensing Review Board (CCLRB). The paragraph below the table shows the number of CCLs and FOID cards currently active, accounting for those that have since been inactivated.

 

The second table provides a trend analysis based on prior FOIA requests on CCL totals since June 2015. Earlier trend data is available via prior threads (for example, see Mar 1, 2016 report here).

 

Some additional observations:

 

* The backlog of CCLs pending CCLRB review has risen by 167 and has now reached 2,199.

 

* Almost 8,000 FCCL applications were submitted in the last month. This is down a bit from the whopping number of 13,590 FCCL applications submitted during April.

 

* The total number of active FCCL licensees rose by 8,517 in May (from 169,778 to 178,763).

 

* The number of active FOID holders rose by almost 12,000 in May (from 2,004,933 to 2,016,929).

So I was a little bit curious about the numbers so I found that in 2015 Illinois had a population of approx 12,859,995, 24.4% of which were under the age of 18, so assuming that 28.7% are under the age of 21 that would leave 9,169,176 residents who are eligible for a FOID or CCL based solely on their age (If you take out the residents who are not eligible for say domestic abuse or mental illness the number would be smaller and the numbers below would be larger). Based on this that would mean that

 

FOID: 2,016,929 / 9,169,176 = 22% or roughly 1 out of every 5 "eligible" law abiding citizens have a FOID

 

CCL: 178,763 / 9,169,176 = 2% or roughly 1 out of every 50 "eligible" law abiding citizens have a CCL

 

or did I forget to carry the 1 somewhere? Thought it was interesting how Illinois pushes control when (realistically) 1 out of every 4 of its residents has a FOID card. If you assume that the CCL is closer to 3% that would mean 1 out of every 34 people are legally carrying, how many times do you walk by 34 people, my guess is a lot...

We have given the ISP $26,822,550.00. They bought a printer, hired a few people to do background checks, cobbled together a review board that is 14 months behind and meets when Jupiter is in the third orbit of Mars, or whenever they can be bothered to meet, while 2200 peoples 2A Rights are denied/delayed. Gotta love Illinois.

KWC... what kind of fee do they hit you up for this? I want to send in a request for = total # of ccl apps from cook county - total # apps objected to - total # of app objections overturned and total # still pending board review.

They don't charge anything at all for requests of this nature. There are costs involved when requesting electronic media (CDs/DVDs, etc.) or paper copies, when the request involves more than 8 hours of research, and a handful of other conditions.

It is helpful to use their language (from the statute(s)) and to be very specific in your request. Be sure to specify timeframe (start/stop) if you need it to interpret the data.

Probably statistically negligible, but your FOID statistic includes minors who have been issued a FOID (with parental permission) but does not include minors in the population number.

That is true. It would be interesting to know what percentage of those are given to minors.
