That's true. Chicago is attempting to do an end-runagainst the Supreme Court by complying in name only to the McDonald ruling, butdoing their best to make their compliance as narrow and difficult as possible. It hurtsall Chicago citizens. But of course, it hurts low income citizens andminorities the most. That is probably bydesign.
