Provides that if an applicant for a Firearm Owner's Identification Card is under 10 years of age, the applicant must submit evidence to the Department of State Police that he or she has successfully completed a course of training prescribed by the Illinois Department of Natural Resources or other State, federal, or local program including the National Rifle Association or the Illinois State Rifle Association. What difference does it make? 3-year-olds can't currently buy guns or ammo. The only reason they're doing this is because the "safe storage" (I prefer the moniker "lock up your safety") laws have a bit more wiggle room if the kid has a FOID.

Some of the hunts on state property had a minumum of 10 yrs of age. This is the ISP, not the DNR pushing for this. Hunter safety is only required to buy a hunting license by those born after Jan. 1, 1980. However, there is now a 1yr, 1 time only apprentice license for those who have not yet taken hunter safety. A previous DNR administration referred this issue to the ISP when an inquiry was made. I wonder how the new director feels about this? It's feel good legislation at best.

Is this true, and if so, does this bill make it so she can get a FOID?

Is this true, and if so, does this bill make it so she can get a FOID? There is currently no age limit to receive a FOID. If under 21 parent or legal guardian must sign be elligle to receive a FOID. The ISP does not want to issue FOID's to anyone under 10. This started a couple of years ago due to a reporter writing about how his 3 yr old "Bubba" obtained a FOID and grandpa purchased a shotgun for the young child. The ISP illegally on their own then started to ignore applications stating a possible JCAR committee ruling would change the FOID eligibility. Send the application yourself. A gun store does not need to send it for you. If you do not receive a FOID for your 8 yr old after 30 days call the ISP at the number listed on the application. Be patient, you may be on hold for several minutes and even be disconnected. Once you do get someone on the line, be polite and inquire about the application status. If they tell they do not process a card for children under 10, tell them to expect to hear from your representative. Then, call your state senator or rep's office and explain your situation. Hopefully you have a pro-gun rep between the two. The issue will normally be cleared up in a matter of days. Also, contact the ISRA and make them aware of your situation. The bill above is adding a hurdle to the process. Many of these children are not hunting and do not require a hunter safety card.

When printing, print page 1 first then put your paper back into your printer and print page 2.
