Not quite. 18 U.S.C. § 921 (20) states in part "....Any conviction which has been expunged, or set aside or for which a person has been pardoned or has had civil rights restored shall not be considered a conviction for purposes of this chapter. So if your rights have already been restored, you're good. If you haven't appealed and won yet, it will depend on what happens to 430 ILCS 65 and what, if anything, takes its place. As for passing NICS, Illinois would need to remove the disqualifier.
