In the House yesterday, the Agriculture & Conservation Committee approved HB3302 Wildlife - Firearm Exempt for floor consideration. We list it below at 2nd reading although it is technically pending that status. There are many bills posted to the House Judiciary - Criminal Committee hearing today. Requires the Department of Public Health to conduct a study on methods to prevent and reduce firearm violence in Illinois. Provides that the Department of Public Health must file a yearly report of the study's findings with the General Assembly on or before December 31, 2022 and on or before December 31 of each year thereafter through December 31, 2031. Provides that, subject to appropriation, the study is to be provided sufficient funding in the amount of $150,000 per year. Allows the Department to adopt rules necessary for the implementation and administration of the Act. Provides that the Act is repealed on January 1, 2032. Effective immediately. I have done those in the Call To Action, plusHB787HB2495HB2535HB2623HB3904HB3937HB787, HB2535, and HB2623 are in subcommittee so I wouldn't necessarily include those. HB3904 deals with tasers which is kind of around the edges of what we do. We support the bill but haven't given it the highest priority. HB3937, prohibiting a registry, is worth considering but like HB2495, repealing dealer licensing, is unlikely to advance. If I was to add to the list of 8 witness slips already requested in our current call to action, I'd probably go with opposition on HB3144 Lost & Stolen Firearms – Penalty, recognizing however that this has been run multiple times in past general assemblies without success, and HB3779 Crim Cd – Firearms – Microstamping, but recognizing on this one that there is a competing bill, HB2769, that is just starting to evolve as a smaller bite at that apple. She explains that anyone issued a plenary order of protection must carry a paper copy of that order with them to prove the order exists. The hope card she proposes would require the court to issue a laminated card that would be more durable and convenient. It sounds as if she takes issue more with the process of issuing orders of protection, concerns which we share, rather than the card proposed under this bill.
