IMPORTANT NOTE: You must bring your driver's license or state ID card with you to be fingerprinted. If you do not have a driver's license or state ID card, there is a list of secondary identification documents that are acceptable. You would need two of the documents on that secondary list. PM me with your email address if you need the secondary identification document list.

Make sure that your vendor provides you with a receipt that lists the Transaction Control Number (TCN). You must have a TCN which is 16 characters long.

Example TCN: LS12345L12345678

If you see "(Licensed)" after the company name, that means that I verified that the vendor has an active Fingerprint Vendor Agency license issued by IDFPR. I also hot linked to the vendor's website or the page on the website that is most pertinent.

Please note that the ISP's instructions specify being fingerprinted by a licensed vendor. The ISP's vendor list PDF includes some vendors who are not yet properly licensed. Here is what the ISP's instructions say:

Prior to submitting an application to be approved as a Concealed Carry Firearms Instructor in Illinois, firearms instructors MUST contact a licensed Live Scan vendor to be fingerprinted. At that time, a Transaction Control Number (TCN) will be issued to the applicant. The TCN is required in order to submit an application to be approved as a Concealed Carry Firearms Instructor. APPLICATIONS WILL NOT BE ACCEPTED WITHOUT A VALID TCN.

Danville is not able to do prints right now because the person who did them moved. They are in the process of training a new person. They hope to be back up and running in a couple weeks to a month from now. Soooo I gota figure out the next closest one

I believe one or more of the traveling vendors go to Danville. I'll call Bill Clutter and ask him what's going on too.

UPDATE: I removed Clutter in Danville from the list. I spoke with Bill Clutter and he has staffing issues that will take him out of the market for a while. When Clutter gets up and running again, I'll put him back on the list.

Also take Morpho Trust USA (Licensed)

1650 Wabash Ave. Suite D

Springfield, Illinois 62704

off the list. She just told me they don't do finger prints for carry and besides they don't submit them to FBI or anyone. They scan them then put them on a card. This is such a cluster _____. What the heck difference does it make if they're scanned or ink on a damn card? How AZ is managing is beyond me

That is extremely odd. Why the h*** they would have gone through the licensing process to get licensed as a fingerprint vendor in this god forsaken state and not do what every other vendor is doing is mind blowing. Me thinks that employee has no clue what she is talking about.

I talked to champaign co sheriff offices. They do have a scanner but they just scan then print them off on a card and you send them to wherever. I don't think that will work will it? Doesn't it have to go to the FBI directly from the vendor?

That will not be acceptable. It must be electronic. Folks need to get off the thought that LE agencies can/will be doing this. There are several technical issues that will prevent them from doing it. Having a live scan machine does not make you able to do non-criminal justice fingerprinting. There is a more to it than just having the equipment.

I think that might be the case pdpsc. This just came out yesterday so maybe not every ONE at every vendor is up to speed. I'm praying they get something worked out in Danville soon otherwise I have to drive clear the heck to springfield.

Any of these work for you? http://www.accuratebiometrics.com/fingerprint_Results_By_Region.asp?Region=4

Dan, what about http://www.roe26.net/?

I did not put any of the ROEs on the list, because I do not know if they are on there to do anything beyond teachers.

The one in Macomb told my BIL that they will be ready to go next week...?

I hate to spread rumors, but I trust my BIL. He said they will charge $50. Might be a good option for those in more remote areas.

You are welcome! I was going to post the dates they were in Peoria, since that might be closer than Springfield for you. Then I thought they might have locations even closer!

I am thinking of getting mine done on the 5th in Peoria, but I would really like to see a note from the ISP stating that NRA Instructors will be approved as long as their background checks out...

On the application what is TCN#?

It's the Transaction Control Number or the number you'll need from the fingerprint vendor in order to put on the application so ISP can track down your fingerprint submissions. PDPSC, correct me if I am wrong but I believe you can use the DCN as well if that's all they give you since it has the TCN within the DCN.

No. The DCN is only the last 9 characters of the TCN. The first 7 characters of the TCN identifies the machine. So, no, a DCN is not sufficient and I don't know why a vendor would give out a DCN. You must have a TCN which is 16 characters long.

Example TCN: LS12345L12345678

I'm asking here instead of cluttering up the other thread.

While I know that there are local police and sheriffs departments that only print bad guys and are not set up for non-criminal printing, there are those that offer fingerprinting services for the public for a nominal fee (or sometimes free to residents), including LiveScan.

Will these agencies be able to provide the service, or are we required to visit a private business to get this step performed?

Thanks.

If you interpret what the ISP put on their website very strictly, you must get printed by a LICENSED vendor. If the LE agency you visit has a cost center and is setup for non-criminal justice transactions and they are licensed (yes, the licensing law even applies to government agencies), you should be fine. I don't think you'll find an LE agency that can meet all of those conditions.

Well, maybe you should contact ISP and tell them their list is wrong! :P
