The sponsor says fingerprint fees will be capped at $30. He asks about applicants who have been indicted, but not convicted of a crime. The intent the sponsor explains is to not disenfranchise them. Ms. Hirshcauer does not know the process, then says you would not have to do a background check. After trying different answers, the sponsor calls it a check and a balance. McCombie points out this part of the bill will do absolutely nothing.
