This isnt a "take home" loan, but hand it to them at the site of the range or shooting match for temporary immediate use on premises. One factor, does it change anything that the loaner (gun owner) is a non-resident just visiting, and does the loanee have to have a FOID card to shoot someone elses gun at a range, private shooting location or match? Now, some places will not sell them ammo as they are not Illinois residents. Solve this issue by knowing before hand what and if any ammo is needed and YOU purchase it with money that comes from your pockets, if its an issue. YMMVMany resident peeps here in Illinois have out of state friends and many share firearms when out shooting. Enjoy your time out and enjoy being with a friend. Stay Safe! ISP says a FOID IS NOT required to shoot on an ISP recognized range. We require one person on a lane to have a valid FOID if they transported a firearm to the range. As far as loaning an firearm to a friend while under your supervision, I would have no problem with that and I have not seen anything in the statute that would prevent that as long as the other person was not restricted from having a FOID card, no felonies or other disqualifiers. I didnt know if that was a problem legally if they did not have a FOID card. Ive been in gun shops over the years, some will hand you anything to look at *, some shops say if you arent a resident and have a FOID they cant even hand it to you to look at. Cant even touch it according to some. *And ive bought at least one from an Illinois dealer in the past, just paid for it and they shipped it to my home state dealer. Ranges are prohibited from letting felons shoot on their property, which may be the basis of asking for a FOID, not that any range employee actually knows why the range has the policy. I have never had any range check my FOID for validity. As an out-of-state resident, you don't need a FOID to transport your firearm to the range. Federal law covers that. NY and NJ would have you arrested as soon as you walked across the parking lot at the range, but fortunately IL isn't as bad as NY and NJ yet. There's a notorious shop in Plainfield (SW of Chicago) that won't even let you in the door if you don't have a FOID. So, despite there being no legal prohibition, your biggest challenge will be finding a range that will let you shoot without a FOID. As for loaning a gun, as long as you're with the person the whole time, that's also fine. Some people may want to argue how far apart you can get and still be "with" the person, but I don't think we need to have that argument in this case. F ‘em but I’ll buy another 28 from them before I shop elsewhere. Been treated like **** other places and looked at like a homeless person when asking about high end stuff. My abilities to pay or know what I wanted was never questioned. I’ve been told at other stores that I’m wasting my money on high end firearms before. Imagine not wanting to sell a $4500.00 handgun!
