Meanwhile the senate continues extended floor debate of HB958 in an attempt to keep the Bears in Cook County instead of concurring on HA4 of SB3229. (I'm okay with that.)

There was no vote on HB4471 Crim Cd - Convertible Pistols, or on HB4999 MHDD Cd - Disclosure Exception and HB5209 FOID - Mental Health (the latter two being superceded by SB3229 HA1).   They have been referred back to the Rules Committee.

The ILGA status page for HB938 (the Bears bill) says it passed, but it failed in the live feed. Hmm. The voting system was kind of flaky. Maybe some votes didn't register and got "corrected" later. It's not a 2A issue, but it was interesting to watch a Chicago Democrat argue against it on the floor, then watch the senate chair be dumbfounded when it failed to get a 3/5 majority.

(Also I didn't see a vote on the live stream, but maybe I blinked at the wrong time.) Is it too much to hope that the senate oops'd it into non-existence by forgetting to vote on it?

I think it was HB958, rather than HB938.  When you were listening, did they pull the bill from the record after the failed vote?  They'll do that to give the sponsor a do-over, removing any record of the initial vote and giving them a chance to work on getting more votes.  The bill could then come back a day or two later or, sometimes, later the same day.

 

The report for all bill activity occurring today is inclusive all the way to the adjournment resolution (SJR67), adoption of which was the very last action of the day.  When they run so late into the evening or next morning, that report can lag behind but given that SJR67 is included, I'm sure if the Senate had voted on SB3229 concurrence, it would be shown. We'll probably see it again in the Veto Session, though I'm not convinced Senate concurrence is guaranteed.

Assuming it didn't fail a vote, then it can just stay there waiting for the Fall Veto Session, correct?

 

Maybe they'll combine the Bears bill with the Glock convertible pistol ban and RIFL.

As of now, because they missed the deadline, I believe the soonest the Bears bill can take effect is in June/July of 2027?  

 

The Bears wanted shovels in the ground last year.  They released a statement earlier today:

 

“We will finalize our evaluation of both Arlington Heights and Hammond, and remain on the late spring/early summer timeline that we have previously communicated," the statement said. "We will provide an update when we have a decision to share.”

SB3229 is an embarrassment for ISRA.  They should be embarrassed, in any event.  Their only relevance has become carrying the water for a few anti-gun Reps who realized they can play to their egos.  The Republican caucus has mostly figured out that there are more reasonable voices to be heard.

The ISRA seems to be taking enough embarrassing steps that it should be  at least able to fill its weekly “this week in history” emails (they generally contain no other useful content) with “on this day in year 19xx, the IRSA completely misjudged and allowed Illinois repressive act XYZ to pass due to ISRA support, further infringing on the rights of IL gun owners and empowering copycat efforts in the “hold my beer” socialist state  of Ignoreriightsistan”.

 

The ISRA passed the phase of affectionate old coot to clueless and senile dotard getting preyed upon by government scammers.  We are having to pay the price.

How does one go about replacing senior leadership, or lack of, at ISRA? It has become obvious to all that the operation of the organization is well beyond the capability of those currently in those positions. After the Pony League ball they’ve been playing in the majors over the last two decades the books might make interesting reading. When was the last member meeting? Who keeps the books? What does the P&L look like? Just wondering.

If I recall properly, the head gets elected and then the head gets to choose their board going forward.
