Guys/gals, keep an eye out on #8) Allow “Non-Over-the-Counter” firearm sales by FFLs to residents of the same state, #20) "Remove the list of former Soviet countries from which ATF currently denies applications to permanently import most firearms and ammunition, retaining only the Russian Federation," and #5) Revising 4473 form, including allowing electronic forms and increase the time NICS checks remain valid.

 

These are going to change the game, except electronic 4473s. I am still wishy washy on this. It seems like the youth and middle age gun owners prefer electronic over paper.

FFL Dealers "in-state" can only "transfer" firearms from their business location and at "in-state" gun shows. It seems that ATF is going to "add" new locations that FFL Dealers can "transfer" firearms. 

 

Also, the whole amended part states, there are increased options to verify photo ID. That opens up many doors...

 

Many of you guys don't know, but a person in a FREE state can purchase a suppressor online and have it shipped to their doorstep without ever walking into an FFL. So, that Non-Over The Counter sales has all sorts of possibilities. Here's what's on the ATF Website:

I've wanted an SP5 for years.  Finally saved my pennies to be able to afford it and I can't buy it thanks to PICA.  Such BS makes me look forward to retiring from this state some day...

I sold two from a very large collection someone without even a foid inherited and asked me to sell for him.   Definitely cool but I struggled with the what for.

At the time I sold them they were worth north of current value. 6,000 each or 11,000 for both, and both they went.

Here is the ATF's chief counsel explaining the proposed new ATF rules, including about 10 minutes on "non over the counter sales" and overall mentions of intricacies related to the Brady Act.  There is also discussion of the import rules, pistol braces, and how the 90-day comment period/comment review needs to work.  Mr. Leider addresses the proposed record retention period and "future-proofing" for legal challenge in the proposals.  My general impression is that the new rules will aid those in Free States more than in IL (no surprise).

 "I think there was concern from second amendment groups that ATF wasn't doing anything uh for the first year of the President Trump's administration. That simply wasn't true. There was tremendous effort happening behind the scenes. Uh and that effort will have to get duplicated when we go to finalize the rules. So, I urge everybody to be patient. Uh there will probably be a trickling of rules that you know start out several weeks but go many months and possibly a year or longer. Uh but we will finalize as quickly as we can."

"There's still a tremendous amount that's being worked on.  Uh as much as we had to indulge the patience of uh uh of the public in getting these rules out. uh we were still racing to the finish line of getting those 34 rules done. Uh and there are still rules that didn't make it.  So I mean we are uh as director Sakata noted in his testimony yesterday, we are still reviewing the full range of uh regulations that we have in accordance with the president's directives and we will make proposals for changes for regulations that unduly burden individuals second amendment rights. "

We need SCOTUS to quit stalling and rule/enforce their rulings. Until then, having the the powers that be paying lip service to helping is better than nothing.

SCOTUS cannot enforce their rulings - they have no mechanism to do so and it’s, simply put, not their job to do so.
