If he lives in AZ, but getting his IL license renewed actually also canceled his AZ license, then he's probably in violation of AZ law for establishing residency in AZ (like by living there more than 180 days per year, consecutive or not) and driving in AZ, but not maintaining an AZ license. If he has a REAL ID in AZ, but a regular license in IL (since IL is one of the last remaining states for not having REAL ID), then he's probably not breaking any laws, unless he's driving without a license when he thinks he has one. Complete answer: It depends.

I do not know if firearm and ammunition prices are different in Illinois vs. Arizona. A background check for a firearm purchase in Illinois, or FCCL application, might result in discovery of 2 driver's licenses. (430 ILCS 65/2) (from Ch. 38, par. 83-2) Sec. 2. Firearm Owner's Identification Card required; exceptions. (a) (1) No person may acquire or possess any firearm, stun gun, or taser within this State without having in his or her possession a Firearm Owner's Identification Card previously issued in his or her name by the Illinois State Police under the provisions of this Act. If he's in Illinois and wants to buy ammo here using that Illinois DL he needs to show his FOID. If his credit card shows up as an Illinois billing address, he probably needs a FOID. Not sure if an out-of-stater can still by ammo in Illinois. I hope you keep us updated as to how he has two DL and and why! The Cabela's in Hammond needed to see my FOID once because of the Illinois credit card address... no problem. I learned to order what I actually wanted on-line for less instead of trying to find it in a local store. I kinda miss buying .22 bricks at KMart. Cheers, Tim
