The legislature concluded it's first week of two scheduled in the 2025 Veto Session on 10/17/2025.  Today begins week two.
 
The House Gun Violence Prevention Committee is scheduled to meet this morning for a subject matter hearing on Gun Violence Prevention: Community Violence Intervention. I will attempt to listen in, though my morning is pretty well booked.

 

The House Executive Committee has posted SB118 DHS - Gambling Disorders to hearings both this afternoon and tomorrow morning.  This bill is not currently related to us but we are watching it closely due to it's unusual history.
 
  
The House is scheduled for 1:00 PM today, and the Senate for 12:00 Noon.

This will probably be a good thing for us.  The democrats are more worried about losing voters than passing gun control.

The Gun Violence Prevention Committee hearing has concluded.  The parts I was able to hear were mostly about how the money gets thrown around to different groups, with a closing "ICE is bad" statement by the chair.

Today is the last scheduled in the 2025 Veto Session.  Both bodies went late into the evening last night, with some bills passed to the other body soley for the purpose of taking them up again in January or in the 2026 Spring Session.

Both bodies have adjourned at this point.  I don't know how late the House went.  The Senate was still going at 4 AM.  I quit watching a little after midnight.  It doesn't look like any gun bills were taken up.

The house and the senate did approve a funding package for public transportation at about 2am and 4am respectively:

Summary:

  • Interest from the Road Fund will be redirected to public transportation
  • Sales tax on motor fuel purchases will be redirected to public transportation
  • Tolls on the tollways will be assessed a $0.45 per toll surcharge (with automatic inflation increases yearly)
  • The existing Regional Transportation Authority sales tax in effect in and around Chicago will be increased 0.25%
  • The historic requirement of 50% of the revenue for the system to come from riders has been reduced to 25%

Isn't a increase of $0.45 PER TOLL a state wide tax increase? 
Maybe that's Democrat logic,  since the word is "toll" it's not a "tax". 🙃

Trucks will avoid tollways now, so the rest of the roads will get trashed quicker. 


It might be time to invest in a good cooler and shop in counties not effected by the sales tax increase. 
Ammo falls under general merch so I guess those prices are going up as well. Shop in appropriate locations....

They also passed the Illinois Bivins Act, trying to hinder enforcement of immigration law.

 

During debate Senator Arellano (D-Dixon) spoke directly against Senate President Harmon, addressing both the provisions of the bill and the manner in which it was passed.  He pointed out that immigration enforcement used to be primarily a function of state and local authorities, with Federal authorities involved only on larger cases.   Under that scenario, locals could always threaten to withdraw from the process if they didn't like the way things were being done.

 

Now, he says, what was once the local's most extreme position has become their starting point.

Also passed is the Municipal and Cooperative Electric Utility Transparent Planning Act, a 1,000+ bill introduced late 10/28/2025 for debate on 10/30/2025.  One of the stated goals is to reduce electricity costs.  During debate, the number offered as the likely savings was $2 and change per month.  Those in opposition pointed out that the only ways to reduce cost is either reduce demand (which won't happen due to construction of data centers), or increase supply.  They point out that, rather than increasing supply, this act simply creates a system of battery storage, the idea being to store electricity off peak and release it into the grid during periods of higher demand.  Storage capacity is planned at 3gW, down from a proposed 6gW.

 

Rate payers (electricity consumers) will foot the bill for the storage facilities, with no cap on costs written into this law.

There's tollways down south?

That's 60% how about a fair increase that hasn't happening in about 10 years being 60% for the people who actually use itl,

How about they just do away with all taxes and subsidies for Chicago Transit and simply make the system be self sustaining— set rates so income = operating expenses — those who use it should pay for it. They can add in surcharges to rates to get outta debt.

(Note that I said operating expenses - capital improvements and system expansion can still be on the public’s dime via grants and taxes).
