IDFPR Launches Another 18 License Types on New Licensing System

CHICAGO – The Illinois Department of Financial and Professional Regulation (IDFPR) announced today that 18 more professions are now available for licensure via the Department’s new online licensing system, CORE (Comprehensive Online Regulatory Environment). Today’s announcement marks the successful completion of CORE’s Phase 2.2, with all of Phase 2 set for completion in the coming weeks. The Department will announce when each part of Phase 2 is completed, including which professions are added to CORE.
 
Phase 2 focuses on adding license types to CORE that are currently exclusively available as paper applications and not through IDFPR’s legacy online licensing system, which will eliminate the need of paper applications altogether (which require longer processing times to review all submitted materials). Individuals seeking their first license and whose professions are now available on CORE should utilize IDFPR’s new licensing system to apply for licensure. The additional license types launched on CORE today are:
 

Acupuncture Continuing Education Sponsor

Environmental Health Practitioner in Training

Associate Marriage and Family Therapist

Fingerprint Vendor

Cemetery Continuing Education Sponsor

Firearm Instructor

Cemetery Customer Service Employee

Funeral Director and Embalmer Continuing Education Sponsor

Cemetery Manager

Genetic Counselor

Certified Euthanasia Technician

Marriage and Family Therapist

Certified Professional Midwife Continuing Education Sponsor

Nursing Home Administrator

Certified Veterinary Technician

Perfusionist

Detection of Deception Trainee

Speech-Language Pathology/Audiology Continuing Education Sponsor

To date, 46 initial professional license applications are now available on CORE. All application methods (including renewals, reinstatements, and restorations) – along with additional license types – will be added to CORE during the following phases:
 

Phase 1

Three pilot professions added to test system functionality. New applications only for clinical psychologists, nail technicians, and music therapists.

Phase 1.1

Four additional license types added to CORE.

Phase 2

Add all remaining Division of Professional Regulation (DPR) professions

with manual or paper processes, with a priority on healthcare professions. This phase will be for new applications only.

  • Phase 2.2 was completed on June 26, 2025.

Phase 3

Full regulatory transition for DPR (which includes ALL application types,

enforcement integration, and data migration of legacy licenses).

Phase 4

Full regulatory transition for the Division of Real Estate.

Phase 5

Full regulatory transition for the Division of Banking.

Phase 6

Full regulatory transition for the Division of Financial Institutions.

 
Full implementation of CORE is scheduled for August 2026. IDFPR will continue to update the public on significant updates throughout CORE’s implementation, along with improvements to its current licensing processes. More information can be found on IDFPR’s website: https://idfpr.illinois.gov/.

Generally speaking, the purpose of a professional license is to exclude most people from being able to practice that profession.

So entrenched fingerprint vendors apparently lobbied to eliminate upstart competition. The lock is in.

What group lobbied to prevent people from becoming firearm instructors? Ordinarily it's the group that already practices, but that seems unlikely in this case. How broad is the requirement to have a license? Like does Massad Ayoob now have to get an IL instructor license if he ever wants to teach another MAG-40 class in IL?

That sucks that firearm instructors have to be licensed under IDFPR. We're going to miss out on awesome instructors. Max Michel is supposed to teach 2 classes in IL this summer.

Following the Firearm Training link from the list of professions on IDFPR, leads to a page titled Alarm Professions, which includes several links for "Firearm Instruction."

Indeed, "Firearm Instructor" is just a trainer for armed guards. The list of qualifications is slightly interesting. It's a FOID and one of:
  • NRA certificate for Law Enforcement Firearms Instructor
  • Illinois Law Enforcement Police Training and Standards Board recognized range instructor
  • Equivalent experience or education received in military service or federal law enforcement service
  • Any other equivalent experience or education as deemed by the Division

It's more crap, as of now, because half the guns you would use for this training may not be purchased anymore, even if you are private detective. The guns can not be owned by the agency as there is a FOID requirement and FOIDs can not be issued to a business, only a person. There is no carve out to buy the weapons needed for private use, or training.

The bar looks like it's set pretty HIGH. 

Not sure if a citizen without military or LE can participate as an instructor?

 

In the NRA application to be an instructor they have boxes for rifle and select fire. In Illinoisistan you probably can't get either of those as the rifle portion is banned for non LE or current military, then there is the "select fire"issue.
