Witness Slips Needed!


 

The House Gun Violence Prevention Committee met last week, hearing subject matter testimony on only two bills. Subject matter is a way to introduce a bill to the committee, to discuss it's intent, to learn of committee member's concerns. It can indicate that the bill is not ready for prime time.

 

One of these, HB18 FOID Denial & Revok – Stalking was heard as subject matter for good reason. By the sponsor's own admission, he has filed this bill every General Assembly since 2019, his first year in office. Though he promises an amendment he claims will fix all it's problems the fact remains, if made law this will deny some folks their Second Amendment rights for things that aren't illegal in Illinois. The legislature should continue its well deserved skepticism.

 

HB18 has been posted again to the Gun Violence Prevention Committee hearing later this week, as have others.

 

HB33 Firearm Owners ID – Fees would allow the State to charge as much as 400% more for use of the Firearm Transfer Inquiry Program. This is a system the State has foisted upon Illinois gun owners as another infringement. As such, it is up to the State to bear the cost.

 

HB43 Ins – Task Force on Firearm Insurance would create yet another waste of tax payer money. In this new era of DOGE restraint, the state should also find ways to rein in unnecessary spending. Studying an insurance product that doesn't exist – a policy that covers intentional acts – is nonsense. As with similar bills, the sponsor has avoided the Insurance Committee because he can't justify this bill to people who actually understand insurance. Instead, it has been assigned to his own committee, perhaps in the hope that it will apply a lower standard of review.

 

In the area of statist propaganda are HB1374 Sch Cd – Health Exams – Gun Safety and HB1398 Safe Gun Storage – Pediatricians. The nation, truly the world has rejected government interference in our daily lives. There is no longer any place for this sort of indoctrination of our children through schools or doctors. The message here is simple. LEAVE OUR KIDS ALONE!

 

In a similar vein HB1399 IDPH - Safe Gun Storage would require the wasteful spread of “safe storage” propaganda. The fact is, DC v Heller tells us we can store our firearms, or not, as we see fit and that's what we're going to do!

 

In the House Judiciary – Criminal Committee, we see two bills relisted.

 

At a time when a federal judge again found the FOID requirement unconstitutional as applied within the home, the sponsor of HB19 FOID & Crim Cd – Flamethrower would like to double down by requiring an unconstitutional FOID card to possess a flamethrower. The first question everyone should ask themselves is, why? Is there a sudden spate of “flamethrower violence” plaguing our cities? If so, it's the best kept secret on the planet. We should be abandoning unconstitutional FOID requirements, not adding to them.

 

And, as with similar bills filed in the past, HB34 Elec Cd – Firearms Polling Place, appears duplicative of an existing prohibition on carry in polling places. As such, it is unnecessary and wasteful. An amendment filed on this bill, which may be the subject of a future Call to Action, would make the prohibition even more severe. We would prefer to stop this bill now.

In one of the notices they sent about bills assigned to that committee, they called it the Gun Violence Protection Committee.

Anyone know the FFL "E&E Firearms LLC"? They appear to be proponents of a majority of the bills. Wonder if they miss filed or don't like having customers.

HB1398 is apparently one they want to push -- 272 proponents to 437 opponents.  The rest had less that 15, but HB1374 had 68 proponents and HB18 had 91 proponents.

 

I noticed, too, that G-Pac slipped in on many, but not all the gun bills.
