CCLRB Denial in 2021 - No convictions / ARRESTS ONLY No probation/supervision ever / 2024 Juvenile and Adult arrests expunged - Email from ISP about CCL app reset

I applied for my CCL in 2021 - I waited several months under CCLRB Review Status.

Given objections based on an active misdemeanor UUW I received that year while transporting my firearm in Chicago. Case was thrown out.

Previous arrests are; - UUW --> Battery --> Poss. of a Controlled Substance

which were all misunderstandings and factual evidence was very petty. I was found NOT GUILTY for each and every arrest. 0 convictions for any cases.

Its been some time since I wrote my objection response and I can no longer access the files on the portal as they simply wont load.

CCLRB denied based off of LEO objections back in August 2021
This year 2024, I expunged my juvenile and adult arrest records. All arrests only, no conviction and finding of not guilty on every case. 

I emailed the ISP early before I received my granting of expungement on my juvenile record just to see about the CCL app reset process.

Was met with this email;

If you have not attempted to appeal with the circuit court, you must first attempt to appeal with the local circuit court.

 

If you have tried to appeal with the circuit court and are denied or turned away, then you can send in a written request asking for your application to be reset so you can reapply for CCL.  This request needs to include a summary of your unsuccessful attempt to appeal with the circuit court. Once this request is received, there is no time frame on resetting the application.  These requests are worked in the order received.  You should keep an eye on the application status online and once you see it no longer says denied, you will be able to reapply. 

 

If you are not able to appeal the CCLRB decision with the court, you will have to pay the $150 application fee again.

 

CCLRB denial reset requests can be mailed to the Illinois State Police, Firearms Services Bureau, ATTN: CCL, 801 S. 7th Street, Ste. 400-M, Springfield, IL 62703.

 

Reset requests may also be emailed to ISP.CCW.illinois@illinois.gov.

An appeal to circuit court after a CCLRB denial must be filed within 45 days of the denial, therefore, you cannot appeal in circuit court.

 

So I suggest you email the request to reset your CCL status so that you may reapply.

So, I found an article that was pretty useful. My application was denied in 2021 officially by the CCLRB, but according to the IGA the application should be reset after two years. Yet the person who responded to the email still told me to file for court relief although the 35 days have passed. Hopefully showing them this post will help get something done without having to wait for the courts?

I did, and they still told me to reach out to the courts but I suppose I should’ve emailed the FRCU instead of the main inquiry email

Emailed ISP.CCW.Illinois@illinois.gov and informed them that the two years had passed. Got a reply after about one business day, and within a week this is my portal after being under ‘DENIED’ since 2021. Will be attempting to re apply today.
