She's 15 and has a learner's permit. She doesn't have an Illinois ID or driver's license (for several months). The system rejects it because you can't leave it blank and it won't recognize the permit number. Stupid because when it changes from a permit to a DL, the number and classification stay the same. Tried combinations of her weight on her permit, ID, etc. Still says unable to verify ID. I'm certain it is just to make it a pain in the a** for anyone under 21.
