The 01 License that the Pritzker Military Museum has allows it to do everything I can do. The Museum can buy, sell, trade, and go to gun shows, which I know they are doing from a museum standpoint. To say that they are NOT a personal FFL for the elite politicians and the well connected is an understatement. There is no doubt in my mind that guys like the IL House/Senate Speaker has their firearms transferred through the musuem to be discreet and not look like a hypocrite. Even if they were to get caught, that wouldn't change the mind of 1 Democrat voter in IL or anyone in the machine politics. Like the Sugermann article above, an 01 License is an 01 License. There is no special 01 License for R&D, his license allowed him to buy, sell, and trade just like any other 01 Licensee in their normal course of business.

I did some transfers with a local FFL that had multiple police contracts to build and supply their ARs. I suspect as up go out West or down South in the state, a lot of the local gun shops supply the local police and police departments, even if it might not be all that common in other areas of the state.

From a legislative standpoint, this would make the rules easier to enforce and I think that ultimately, we are heading in that direction. This piece of legislation has absolutely nothing to do with public safety. I think the ultimate goal of the Democrats is to drive all of the FFL's out of business. They do not want law abiding firearm owners to have the ability to defend themselves against an attack by their constituents (mobs).

Typically you are correct. I have done a few Transfers for CPD for duty firearms coming from S&W. I have done 1 direct sale of an off-duty firearm for CPD. LE is given "suggestions" on where to go for duty related firearms and gear. In the academy you kinda have no choice, but after your probation is done, you can get it where ever you want. I just happened to get the CPD Transfers because I knew a CPD in the Firearms Training Unit (no longer exist), from shooting competition matches in North Porter County. I have a few other LE customers that are just cool as F' and after I told them that I was no longer doing Transfers, they completely understood and started buying from me as well. I am sure they go to the LE Gun Shops for the big stuff but they will give me a call every now and then for some mags, a few boxes of range ammo, or an off-duty/personal firearm.
