Please see our current Call to Action, and get those witness slips filed! We're adding a bill, now at 2nd reading, that has been on our radar for several days. HB2223 Juv Ct - Jurisdiction & Venue is in response to the Illinois Supreme Court case Kelan W.. This is the case of a minor who was charged in Illinois for theft of a motor vehicle in Missouri, after Missouri declined to prosecute. Chief Justice Anne Burke penned a concurrence (beginning on page 7) in which she expressed concern over the possibility of conflicting laws leading to prosecutions for acts that might otherwise be legal, including conflicting gun law. This isn't the kind of bill we'll take a strong position on, but it is an interesting one to watch. The House and Senate are scheduled for 12:00 Noon today. Neutral on a body armor ban styled the same as the assault weapon ban? If the whole point of concealed carry is to be able to protect yourself, how can illinoiscarry be neutral on a ban on body armor? Our logo says it and our front page says it IllinoisCarry.com providing educational information about the lawful acquisition, possession, and carrying of firearms in Illinois So the question becomes how far away from carrying firearms do we want to stray. If we include all arms, will we be the defenders of pikes and maces in Illinois? If we include armor, do we also fight for ballistic vehicle glass and fortified doors? Will we include the armor used by medieval reenactors? We've seen other groups lose focus, or never have focus in the first place. They never seem to live up to their potential. The good they might have done gets lost in all the other issues. We've always made an effort to avoid that. Clearly lines need to be drawn as to where our fight begins and ends. Those lines sometimes ignore our personal desires for the good of the cause. As I've posted elsewhere I am personally opposed to a ban on armor, too. But I asked myself if that's close enough to being a firearm issue within IllinoisCarry's tradition of protecting gun rights. To me, the answer is no. This is a bill we haven't listed publicly. It provides guidelines under which a judge may decline to use sentencing enhancements when a firearm is used in commission of a crime.
