Call to Action!

Witness Slips Needed!

 

This week we draw your attention to a dozen bills newly posted to committee hearings. We oppose them all.

 

SB1977 Innkeeper Protection is a companion bill to HB2220 Innkeeper Protection, which was included in our earlier alerts. Like its House cousin, the Senate bill would allow hotels to prohibit guests from possessing firearms. Also like its cousin, it would force those traveling with firearms to leave them locked in an unattended vehicle, ripe for theft.

 

Putting on display the sponsor's ignorance of prior court rulings, HB2627 Firearm Dealer/Firearm Ranges flies in the face of Ezell v Chicago. It calls us and our Second Amendment rights “offensive and unwholesome”, and would allow municipalities to ban us and our rights within 1 mile of their borders. It has already been found unconstitutional by multiple courts.

 

Another display of ignorance, HB2723 Safe Gun Storage Act requires firearms to be kept in locked storage, contrary to the findings in DC v Heller. Again, already unconstitutional.

 

HB2806 Use/Occ Tax – Ammunition, which was also included in a previous Call to Action, would impose a 1% surcharge on ammunition sales. They forget Supreme Court analogies comparing the Second Amendment to other rights. They forget the fact that rights cannot be taxed.

 

Oddly, Representative Tipsword proposes both to repeal the FOID Act in one bill while requiring that possession of even the least powerful airguns be subject to the FOID Act. HB2925 Firearm Owners ID – Firearm would eliminate the exemption for airguns with projectiles .18” or less or under 700 feet per second.

 

In another oddity, the same sponsor proposes to eliminate to signage requirement advising concealed carry licensees of prohibited locations. While it is true that signs can act as advertisement of soft targets, we oppose elimination of this important protection for those who choose to carry legally. We oppose HB2926 Concealed Carry – Signs.

 

HB3061 Firearm Dealer Lic Cert – Training, by requiring training to recognize mental illness in their customers, puts an impossible expectation on the shoulders of firearm dealers. With their new found “knowledge”, it becomes incumbent on individuals who 2 hours earlier knew nothing of mental illness, to prevent the mentally ill's acquisition of firearms.

 

More ignorance of Supreme Court rulings can be found in HB3239 Firearms – Crim Background Check. The bill would require a permit, issued at the discretion of local authorities, to purchase a firearm. Training and fingerprints would also be required. SCOTUS has addressed much of this directly on NYSRPA v Bruen, and the balance by inference in other cases.

 

HB3528 Firearms Restrain – Petitioner empowers those caregivers from whom a person might seek emotional help to violate the trust their patients place in them. By allowing physicians, psychiatrists, psychologists, social workers and nurses to petition for firearm restraining orders, this bill would further alienate gun owners from the support system they sometimes need. Even anti-gun, former House member Kathleen Willis spoke against this concept during committee hearings, expressing the same fear as ours. We join her opposition.

 

HB3791 Concealed Carry – Forest Preserve ignores Solomon v Cook County Forest Preserves in which a federal judge found against a prior ban in these facilities.

 

Another violation of the tenets set out in NYSRPA v Bruen, HB3884 Concealed Carry – Fingerprints would impose a requirement unheard of during the founding era - fingerprints to bear arms.

 

And, as another step toward disallowing gun ownership in Illinois, HB3885 Assault Weapons – Buyback proposes to “buy back” something they never owned. Now that the recently passed “assault weapon” ban has reduced the resale value of banned firearms to virtually nothing, they propose to offer pennies on the dollar as another step toward eradicating the Second Amendment through political coercion.

Did ASC send out incorrect instructions? Are "Constitution followers" asserting no RKBA in the 2A? I suspect the answer to both is "no."

I check my email to make sure.  Sometimes I don't get a confirmation and it doesn't show up in myslips.  So I fill out another one.  

I don't think the hamster powered ILGA server can handle more than a few slips per minute.

When I was the webmaster for an NRA-affiliated association, I wrote to the ILGA webmaster asking for a deeplink capability to the witness slips,
so that we could give links to our people that filled in the "opponent" or "proponent" boxes as well as "Record of Appearance Only".

Maybe it's time to request again, this time on behalf of Illinois Carry and the Illinois Voters.
