Yep, and it only applies to people in case 1, waiting for case 2 judge to make decision on case 2 TRO. It is “suspected” , not guaranteed, that he will follow the appellate court decision, which will then apply the TRO to case 2 individuals only. Because, we, long term do NOT want this suit to be the one that gets the law booted, specially because of violating equal protection clause. They will just pass another one without the carve outs. Then we start this crap all over again. We NEED a suit on the Constitutionality to kill the law, then they can't come back and try to ban them again. It specifically says no state shall make or enforce any laws. Bloomberg's law violates the 2nd Amendment, 4th Amendment, 5th Amendment and 14th Amendment. IIRC the first bill in December's veto session did not have the carve outs and because of that they didn't have the votes. They got the votes once the carve outs were included. And while it would force the Moms into pushing a reboot of the bill, during that period the law wouldn't be in effect and people could get their transfers done and stock up on forbidden stuff. Thinking the Same thing, my property taxes in crook county have all sorts of “carve outs”. Schools also have special carve outs for different people. You have to pay X you don’t.
