Have Questions About the new Protect Illinois Communities Act?

I did finally get to talk to a live person at the ISP and was told they will not answer my questions because it was considered to be giving legal advice. I inquired about resources available to clarify attachments and was told everything I need to know is in the FAQ's or the available .pdf's. 

 

My last effort will be to send my State Senators office an email with my specific questions as they said they have contacts at the ISP that they correspond with frequently. They'll try and get answers for me that way. So I guess I'll write it all out and see what happens.

I don't claim to know their minds but it's easy to get the impression no one is very interested in enforcing this law.  And, maybe it's just me, but I think that's a good thing.

 

It might be best to just leave it alone.

Somehow I don't see Mike Madigan collecting small fees for a while.  I could be wrong.

It amazes me how many people in Government and LE have no idea all this is going on. I could leave it sit but that part where I potentially become a felon on December 31st is weighing heavily on me.

You don’t automatically “become a felon” and certainly will not on December 31st.

You must first be arrested, charged, prosecuted, tried and found guilty.

Not to throw fuel on the fire (well, maybe) but how about this one I bet few have considered:

 

If I have an AR-15 -- and that AR-15 is complete.. the law states that I have to register my AR-15 to be compliant.  It also states that you have to register all attachments.  Does the law require that I separately register the attachments that are currently attached to the AR-15 that I register?

 

I bet that a strict reading of the law would be "yes".

 This is exactly one of the questions I am asking. But if you register the AR and the attachments as separate items, if push come to shove does it look like you were in possession of an AR *and* 5 more/additional attachments? If I register I don't want it to look like I have an AR and extra attachments.

 

And what about the Ruger 10/22 I have all tricked out? The ISP guide specifically says the 1/22 is not regulated unless it has attachments that are regulated. So then would I register/disclose all the attachments and leave the action out of the equation? The gun itself is not a problem. It's the stuff that's on it, the attachments, that are regulated.

I do.  He might need it unless all his lawyers are paying off their debt.

In my mind and to my Code this is the same as saying that if A guy robs a store and pistol whips the clerk he's not a felon until he is arrested, charged, prosecuted, tried and found guilty. I have not yet decided what I'm gonna do and I'm gathering as much information as I can before I make a decision about how I'm going to proceed.

A person who allegedly committed a felony is an alleged felon (even if he actually did it). A person who has been convicted of committing a felony is a felon (even if he didn't actually do it).

Meanwhile, just register everything you have. What the government wants it keeps. What could possibly go wrong?

I've had my best luck with asking to speak to someone in the office about my concerns. 

You reps etc have someone else at the office that will speak to you, it gets a lot more attention and lets them prepare if they aren't aware they will be.

Well if the Rep's dont' know anything about the law, then there must not be a law that we have to worry about.

It would be hard to argue ignorance of the law is no excuse when you've contacted your rep and they have no clue.
