Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Division of Criminal Investigation of the Illinois State Police shall conduct other investigations as provided by law, including, but not limited to, investigations of human trafficking, illegal drug trafficking, and illegal firearms trafficking. Provides that the Division of Criminal Investigation shall provide statewide coordination and strategy pertaining to firearm-related intelligence, firearms trafficking interdiction, and investigations. Amends the Firearm Owners Identification Card Act. Provides that a petitioner may request a plenary firearms restraining order of up to one-year, but not less than 6 months (rather than 6 months). Provides that the order may be renewed for an additional period of up to one year. Amends the Criminal Code of 2012. Makes it unlawful for any person within the State to knowingly manufacture, deliver, sell, import, or purchase or cause to be manufactured, delivered, sold, imported, or purchased by another, an assault weapon, assault weapon attachment, .50 caliber rifle, or .50 caliber cartridge, with exemptions, and provides penalties. Makes it unlawful for any person within the State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, or purchased a large capacity ammunition feeding device, with specified exemptions, and provides penalties. The Senate left early and canceled Saturday, substituting sessions today and Monday in there place. We continue to watch SB2226 in the Senate, which is amended to become an “assault weapon” ban, as well as others that may be be amended before the Lame Duck Session is over. The Senate is scheduled or 5:00 PM today. The House is not in. Hypothetically, if a person owned one of these guns, say a historical winchester trappers carbine, and also had a BATF letter approving it is legal to own, would that person now be a criminal in Illinois, and what would happen to the gun? We're avoiding public analysis of these amendments in order to avoid helping them survive a court challenge, should any of them become law. It is not something that is in play for the semi-auto ban under consideration. Underlined text is wording to be added. Text that is struck-through is to be deleted. Or is this just something that is only to be used against white people? If its only for white people, I guess my brown butt is safe.
