Yesterday, the Senate Executive Committee approved for consideration Senate Amendment 1 and Senate Amendment 2 on HB1587 State Government Tech. They were later adopted on the Senate Floor and the bill was passed over to the House where it will appear on the Concurrence Calendar. Amendment 2 makes changes to several boards, including the FOID Review Board and CCL Review Board. It will add flexibility to the appointment process, which may aid in actually appointing members to these boards. However, it will also give the Governor virtual carte blanche to appoint whomever he pleases. This is yet another example of shortsightedness by those who claim to support our rights, including the ISRA, Senator Koehler, Representative Hoffman, and all those who voted for HB562 FOID Modernization. We are listing it as under review as it will face bipartisan opposition in the House, leading to potential additional amendments. The House is scheduled for 10:00 AM today, and the Senate for 10:30 AM. I saw no indication that there would be anything scheduled prior to the start of the 103rd GA when I posted that, but things in Illinois are always subject to change. A person who knowingly delivers, sells, purchases, or causes to be delivered, sold, or purchased in violation of this Section a large capacity ammunition feeding device capable of holding more than 10 rounds of ammunition commits a Class 3 felony for a first violation and a Class 2 felony for a second or subsequent violation or for delivery or possession of 2 or more of these devices at the same time This is a total ban on mags larger than 10 rounds. There are a lot of nuances in the way this was filed. I don't want to go into it all but I will say I don't see this as an actual attempt to pass anything during the Veto Session. There were ways they could have tried to pass it, if they had the votes, but this wasn't it. I see this as a statement, a bone thrown to their "advocates", wishful thinking that had no way to become reality. If there's a Lame Duck Session (I'm still trying to pin that down), the vote threshold will be lower. That doesn't guarantee passage, but it does get them closer. Personally I think this will be a Spring Session issue depending on what the courts do in the mean time. So yes, the Governor could call a special session but they would still need 71 & 36 votes until 1/1/2023. That article you posted had multiple comments that has the Sun-Times believing the lame duck session is going to happen. How does a lame duck session get called, anyway, if it's not a special session? Is it just "to the call of the...[whomever]"? How convenient that it only requires a simple majority.
