But I believe you are correct, it's about political theater.

He's been historically against 'on the record' useless votes when they can hurt elections of his side, AND he knows there are a few Dem Senators, that will be hurt in November IF they are forced to vote on it, on the record.

Yep, it's all election cycle grandstanding, and anyone stupid enough to fall for it is just stupid. They know it is basically dead in the Senate but they will jump up and down like petulant children screaming 'We Tried, it's the Republican's fault' trying to gain votes and pushing for the filibuster to be abolished instead of admitting their policies are not nearly as popular as they believe.

Yep. They will lie about the content of the bills, then try to use it to pressure Manchin and Sinema to eliminate the Filibuster. That and it's meant to motivate their core base and some suburban woman. I think it may hurt them as much as it helps in those regards.
